Improve the quality of inspection and supervision work

Determining that in order to build a clean and strong Party, inspection and supervision work needs to be innovated, and its quality and effectiveness improved. Therefore, to overcome difficulties, from the beginning of the term, the Inspection Commissions at all levels have innovated and improved the quality of advisory work, helping Party committees to thoroughly grasp and implement the Central Committee's documents on inspection, supervision and Party discipline enforcement. Through many flexible methods and forms, closely following the Central Committee's documents, such as: Regulation No. 22-QD/TW, dated July 28, 2021 of the Central Executive Committee on inspection, supervision and Party discipline enforcement; Regulation No. 24-QD/TW, dated July 30, 2021 of the Central Executive Committee on the implementation of the Party Charter; Regulation No. 37-QD/TW, dated October 25, 2021 of the Central Executive Committee on things that party members are not allowed to do, along with many other documents, have been disseminated and thoroughly implemented to all cadres and party members in the Provincial Party Committee. Thereby raising awareness and responsibility of heads of Party committees, cadres and party members in performing inspection and supervision tasks as well as strictly complying with Party regulations.

During the term, the Provincial Party Committee's Inspection Commission advised the Provincial Party Committee to issue Resolution No. 06-NQ/TU, dated May 7, 2021 on continuing to innovate and improve the effectiveness of the Party's inspection and supervision work; coordinate with functional agencies and directly issue many regulations and provisions specifying the Party's regulations, ensuring consistency in the process of organizing and implementing tasks. Inspection Commissions at all levels have advised Party committees to develop implementation plans, and at the same time issued regulations and provisions at their level in a specific direction, focusing on areas prone to violations, such as: Financial management; land management; basic construction; personnel work; organization and implementation of Covid-19 epidemic prevention and control, etc.

With the active and proactive advice and assistance of the Inspection Committees at all levels, Party committees at all levels have inspected 671 Party organizations and 1,057 Party members (an increase of 165 Party organizations and 238 Party members compared to the same period of 2015 - 2020); supervised 427 Party organizations and 613 Party members (an increase of 244 Party organizations and 165 Party members compared to the same period). The content of inspection and supervision focuses on the leadership, direction and organization of the implementation of Party Congress Resolutions at all levels; the dissemination, deployment and organization of the implementation of Party resolutions and directives and State regulations on education, health care, land, basic construction, mass mobilization, religion, anti-corruption and waste; Covid-19 prevention and control; maintaining moral qualities and lifestyle; implementing working regulations, the principle of democratic centralism, assigned duties and responsibilities; personnel work; declaration of assets and income... The quality of inspections and supervisions by Party committees at all levels increased in quantity and quality. At the same time, the Inspection Committees at all levels advised Party committees at the same level to discipline 1 Party organization and 606 Party members.

The Inspection Committees at all levels pay special attention to improving the quality of the inspection, supervision and disciplinary enforcement tasks of the Inspection Committees according to the provisions of the Party Charter. Although the number of officials performing inspection tasks is still small, especially at the district and grassroots levels, with the efforts of officials and civil servants performing inspection work; with many flexible and proactive measures, since the beginning of the term, the Inspection Committees at all levels have inspected 9 party organizations and 33 party members when there were signs of violations (an increase of 9 party organizations, a decrease of 14 party members compared to the same term 2015 - 2020). Through inspections of signs of violations, 21 party members were disciplined in the form of reprimands (20 party members) and warnings (1 party member). At the same time, the Inspection Committees at all levels have deployed and comprehensively performed the following tasks: Inspecting lower-level party organizations to perform inspection, supervision, and party discipline enforcement tasks; inspecting party finances; resolving denunciations; receiving, classifying, and processing petitions; disciplining 127 party members...

In order to prevent and promptly detect violations of party organizations and party members, right from the beginning of the term, the Inspection Commissions at all levels have advised the Party Committees and directly supervised the Party organizations and party members. In regular supervision activities, the Party Committees and Inspection Commissions at all levels have assigned Party Committee members and Inspection Commission members to be in charge of and monitor the Party organizations. Through attending meetings, reviewing reports, and grasping the situation, many issues, especially signs of political and ideological degradation, "self-evolution", "self-transformation", difficulties, obstacles, and shortcomings, etc., have been promptly detected and rectified. Along with regular supervision, the Inspection Commissions at all levels have advised the Party Committees and directly conducted thematic supervisions. Since the beginning of the term, Party committees at all levels have supervised 427 Party organizations and 613 Party members (an increase of 244 Party organizations and 165 Party members compared to the same period in the 2015-2020 term); Inspection Commissions at all levels have supervised 299 Party organizations and 178 Party members (an increase of 155 Party organizations and 69 Party members compared to the same period in the 2015-2020 term). Through thematic supervision, shortcomings of Party organizations and Party members have been promptly detected and corrected, preventing serious violations from occurring.

With the results from the beginning of the 2020-2025 term up to now, it can be seen the determination of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee's Inspection Commission, Party committees and Inspection Commissions at all levels in innovating and improving the quality of inspection, supervision and discipline enforcement work of the Party.
