The effectiveness of supervisory activities of People's Councils at all levels

To promptly concretize the Party's guidelines and directions and the State's laws and policies, the Provincial People's Council issued many resolutions on socio-economic development in line with the local situation. To put the resolutions into practice, People's Councils at all levels have strengthened their supervision activities.

The Standing Committee of the Provincial People's Council issued the 2024 supervision program of the Standing Committee and the Provincial People's Council committees. Closely following the inspection, supervision, and direction program of the Provincial Party Committee and the Provincial People's Council Party Delegation, in the first 9 months of 2024, the Standing Committee of the Provincial People's Council and the Provincial People's Council committees carried out 6 thematic supervisions and 24 regular and unscheduled supervisions and surveys.

Thematic supervisions of the Standing Committee of the Provincial People's Council focus on: Supervising the implementation of resolutions of the Provincial People's Council on the medium-term public investment plan for the period 2021-2025; compliance with legal provisions in performing the task of collecting budget in the area for the period 2021-2023; compliance with legal provisions in the management and inspection of inland waterway vehicles and ensuring traffic safety on inland waterways in the province; state management of food safety in the province from 2021 to present; compliance with the law in the acceptance and settlement of administrative procedures on changing the purpose of using agricultural land to residential land for households and individuals in a number of localities, period 2021-2024; Implement Resolution No. 201/2019/NQ-HDND of the Provincial People's Council on promulgating policies to support the relocation of small-scale industrial production establishments that cause environmental pollution or are not in accordance with planning and must be relocated in the province.

During the supervision process, the Provincial People's Council focuses on innovation, diversifying implementation methods, promoting democracy, enhancing publicity and transparency, participating in people's opinions to compare and objectively evaluate the implementation of state laws; coordination and information sharing between inspection and supervision agencies of the Party and lower-level elected agencies, the Fatherland Front and socio-political organizations...

In addition, the Standing Committee of the Provincial People's Council directed, assigned, and coordinated the implementation of 28 regular, focused, and key supervision and surveys in many appropriate forms. The content focused on grasping the situation of the organization and implementation of the Provincial People's Council's resolutions in the implementation of socio-economic development tasks, budget revenue and expenditure, and public investment; the implementation of legal policies in ensuring social security and welfare; law enforcement in the organization of the grassroots government apparatus; and preventing and combating corruption.

The Provincial People's Council also closely coordinated with the Provincial Party Committee's Inspection Commission to advise and synthesize the contents serving the Provincial Party Committee's supervision delegation for Party committees and heads of Party committees in the leadership and direction of land, natural resources, minerals and public investment management in the period of 2021-2023; disseminate, propagate and implement resolutions, directives and conclusions of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission on the development and completion of the socio-economic infrastructure system in the period of 2021-2025, with a vision to 2030; housing development program in the province in the period of 2021-2025... At the same time, send members to participate in the Provincial Party Committee's inspection and supervision delegations.

The Standing Committee of the Provincial People's Council proactively gives opinions on the monitoring programs and topics of the Provincial People's Council delegations, contributing to orienting the monitoring content of the groups in accordance with local realities, promptly meeting the requirements of leadership and direction. In the first 9 months of 2024, the groups have carried out 10 monitoring and survey activities, focusing on: Public asset management; replacement forestation; implementation of criteria for building new rural areas; compliance with the law in receiving citizens, resolving complaints, petitions, and feedback from citizens, etc.

After the supervisions, the Provincial People's Council always organizes synthesis, analysis, coordination with functional agencies to evaluate, and include the contents after supervision in the explanation sessions of the Provincial People's Council; issues notices, conclusions, and requests the Provincial People's Committee to direct functional agencies to promptly overcome shortcomings, limitations, remove difficulties, and deploy groups of tasks and solutions; thereby improving the effectiveness and efficiency of state management, and the awareness of law compliance of civil servants, public employees, and people in the area.
