Difficult problem of auctioning sand from dredging Co Co River

(PLVN) - According to PLVN's investigation, in 2018, the People's Committee of Quang Nam province approved the project of dredging, emergency flood drainage and saltwater intrusion prevention of Co Co river. In July 2020, the project was started and the province also assigned the Project Management Board for Construction of Traffic Works (Traffic Board) to coordinate with the departments to develop a plan to manage and collect materials after dredging (sand) to submit to the province for decision.

In July 2021, the Traffic Department was assigned by the People's Committee of Quang Nam province to organize the auction of 1,015,780m3 of sand for pouring the foundation after dredging at the project. Specifically, about 767,510m3 of sand after dredging was gathered at the site; about 523,270m3 of undredged sand.

The first and second auctions were organized by Quang Viet Joint Stock Auction Company; the consulting unit determining the starting price was FAC Company Limited, Central Branch; the auctioned assets were all dredged and undredged sand of the Project with a starting price of VND 144,000/m3.

However, in both announcements (from October 2022 to December 2022), no individuals or organizations registered to participate in the auction. The reason is that the volume of the auction is too large, and after winning the auction, a large sum of money (nearly 200 billion VND) must be paid immediately. At the same time, there are also concerns about the transportation route because the road connecting the storage yard to the outside is a small and narrow concrete road, while transporting sand requires large trucks, which can affect the environment, people's lives, traffic safety, etc.

According to PLVN, a large amount of sand after dredging is gathered at the foot of Nguyen Duy Hieu bridge (Dien Duong ward connecting with Cam Ha commune (Hoi An city). Here, the sand is piled up into high mountains, without fences or guards.

According to the reporter's investigation, up to now, after 3 years of auctioning, the fate of about 1.3 million cubic meters of sand after dredging on Co Co River has not yet been determined. Meanwhile, this is an urgent requirement to speed up the implementation of the emergency flood dredging and saltwater intrusion prevention project on Co Co River; Hoi An City also needs to ensure the return of the storage area to investors as committed and create revenue for the provincial budget.

Faced with this situation, the Traffic Committee has explained and proposed to approve the adjustment to reduce the starting price from 144,000 VND/m3 to 119,000 VND/m3 to continue organizing the auction according to regulations.

To resolve the above “bottleneck”, the Traffic Committee proposed that the Provincial People’s Committee agree to propose that first of all, only the volume of sand that has been dredged and gathered at the site (volume 767,510m3) be auctioned in the form of dividing into many lots. For the volume of sand that has not been dredged (volume 523,270m3), the Committee will coordinate with the Department of Agriculture and Environment to specifically advise the Provincial People’s Committee to ensure compliance with regulations.
