On December 21, assessing the results of work in 2024 and the direction and tasks of work in 2025, the Ministry of Home Affairs said that, regarding the results of streamlining the payroll of civil servants and public employees of ministries, branches and localities, in the decisions on assigning payroll for the 5-year period (2022-2026) to agencies of the political system, a 5% reduction in the payroll of civil servants and a 10% reduction in the payroll of career positions receiving salaries from the State budget has been implemented.

The Ministry of Home Affairs appraised the number of employees receiving salaries from the state budget in public non-autonomous public service units (SSUs) in 29 ministries and sectors in the 2022-2026 period, reducing 17,736 positions, equivalent to a decrease of 14.84% compared to the number of positions assigned in 2021.

Implementing the Prime Minister's direction, the Ministry of Home Affairs has guided ministries, branches and localities to implement the policy of streamlining the number of civil servants and reducing the number of public employees receiving salaries from the State budget in conjunction with the approval of job positions. At the same time, restructuring and improving the quality of the team of cadres, civil servants and public employees (CBCCVC), streamlining the organizational apparatus, improving the effectiveness and efficiency of the political system.

The result of streamlining the payroll of civil servants and public employees of ministries, branches and localities (as of October 30, 2024) according to the provisions of the Government's Decrees is a total of 16,149 people, of which ministries and branches have 217 people; localities have 15,932 people.

The Ministry of Home Affairs assessed that ministries, branches and localities have basically used the assigned number of staff, not exceeding the number of staff approved by competent authorities, proactively developed plans to implement the roadmap for streamlining staff in conjunction with restructuring and improving the quality of the staff according to job positions.

Regarding the work of reorganizing the State administrative apparatus and restructuring public non-business units, the Ministry of Home Affairs has presided over and coordinated with relevant ministries and branches to urgently develop a project and relevant regulations on the reorganization of ministries, ministerial-level agencies, and government agencies. This work will be reported to the Government Steering Committee for comments and the Politburo before December 31.

The Ministry of Home Affairs proactively and promptly guides localities to streamline advisory agencies under the People's Committees at provincial and district levels to ensure unified direction in performing state management tasks from the central to local levels.

The Ministry also actively proposes outstanding and strong enough mechanisms and policies for civil servants and employees as a basis for streamlining the apparatus, linking staff reduction with restructuring and improving the quality of civil servants and employees.

According to this agency, this is a very large, complicated, and sensitive amount of work, but with the consensus in perception and strict implementation of the Party's policies and the Government's direction, up to now, the projects have been basically completed to report to the Government to submit to the Politburo and the Central Steering Committee.

Regarding the results of the organizational arrangement (as of October 30), in 63 provinces and cities, 12 branches, departments and equivalents of specialized agencies under the provincial People's Committees were continued to be reduced; 29 departments and equivalents of district People's Committees were reduced; and up to now, 13 departments and equivalents were reduced; and 2,613 departments and equivalents at the local level were reduced.

The Ministry of Home Affairs stated that the work of arranging and perfecting the State administrative apparatus to be streamlined, operate effectively and efficiently, reduce focal points and intermediate levels is difficult, affecting the interests of organizations and individuals. This is a very complicated and sensitive task, so some agencies and units have not been proactive and determined in directing the implementation. In addition, the streamlining of staff, restructuring and improving the quality of the staff according to job positions have not been implemented synchronously.

Also according to the Ministry of Home Affairs, in implementing the management of civil servants, in 2024, the whole country will continue to tighten discipline and administrative discipline in the performance of public duties, strictly and promptly handle those who commit violations of the law; implement measures to push back the situation of shirking, avoiding, and lack of responsibility in performing duties of civil servants.

At the same time, strictly implement regulations on assessment and classification of the quality of civil servants; innovate and improve the quality and effectiveness of recruitment and management of civil servants, associated with tightening administrative discipline and public service discipline; strengthen inspection of public service and civil servants at ministries, branches and localities and promptly correct violations and shortcomings in recruitment, use and management of civil servants, especially in planning, appointment and reappointment of civil servants.

According to the review, in 2024, ministries, branches and localities disciplined 4,741 civil servants, including 390 officials and 1,092 civil servants.

From the beginning of the year to November 15, the Ministry of Home Affairs has received and processed 1,516 petitions, including 502 denunciations, 238 complaints, and 776 petitions. All petitions were received, considered, and resolved in accordance with the procedures, authority, and time limit prescribed by law.

At the same time, implementing the direction of the Government leaders, this year the Ministry has conducted an inspection of the situation of civil servants and public employees quitting/leaving their jobs, and the compliance with public discipline and discipline related to people and businesses in Hanoi and Can Tho.

Notably, the Ministry of Home Affairs organized 23/23 inspections at ministries, branches and localities as planned, thereby promoting its functions and tasks, contributing to improving efficiency, discipline and public service.

This agency has discovered shortcomings and limitations in mechanisms, policies and law enforcement to report to competent authorities for consideration and amendment of legal regulations as appropriate, and at the same time handle responsibilities and revoke decisions on recruitment and appointment of civil servants and public employees according to regulations.

To improve discipline and order, proactively prevent violations in the performance of public duties, the Department of Home Affairs of provinces and cities proactively developed inspection and examination plans for 2024 and organized 2,792 inspections and examinations in the field.   

Promoting the positive results achieved and frankly acknowledging the existing limitations to overcome in 2024, entering 2025, the Home Affairs sector has determined to focus on implementing 10 key task groups and 6 solution groups.

In particular, the Ministry of Home Affairs clearly stated a particularly important task of the entire sector is to implement the merger of the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs to ensure proactiveness, unity, consensus, democracy, openness, transparency and to do well in political and ideological work so that the staff of the Ministry after the merger can work with peace of mind, comply with and promote the core cultural values ​​of the two Ministries before the merger to compete together in innovation, creativity, dare to think, dare to do, dare to take responsibility in performing tasks and public services.
