On the morning of April 4, the Government delegation worked online with the localities of Ha Nam, Thanh Hoa, and Nghe An on the situation of production, business, investment, construction, and import and export in the area. The economy in the first quarter of 2025 will grow positively.
At the conference, Mr. Le Hong Vinh - Chairman Provincial People's Committee Nghe An said that the growth rate of gross regional domestic product (GRDP) in the first quarter of 2025 is estimated at 8%. Of which: The agriculture, forestry and fishery sector continues to maintain stable growth, estimated at 5.02%; the industry - construction sector increases by 11%; the industrial production index is estimated to increase by 10.74%, of which the processing and manufacturing industry increases by 10.41%; the mining industry is estimated at 20.62%...
To achieve the GRDP growth target of 10.5% in 2025 assigned by the Government, contributing to the national growth target of 8%, the Provincial People's Committee issued Plan No. 126/KH-UBND dated February 28, 2025, in which the GRDP growth scenario was developed for each quarter, identifying 6 groups of general guiding tasks and solutions and 6 groups of specific tasks and solutions for industries and fields, associated with specific product targets. At the same time, the Provincial People's Committee established 5 working groups led by Vice Chairmen of the Provincial People's Committee to directly inspect and urge the implementation of specific tasks.
Ha Nam Provincial Party Secretary Truong Quoc Huy shared, Ha Nam's GRDP in the first quarter of 2025 is estimated at VND13,900 billion, up 10.54% over the same period and reaching 22.43% of the yearly plan. Import-export turnover reached 6.7 billion USD, up 3.7% over the same period. Of which, export turnover reached 3.1 billion USD and import turnover of goods was 3.6 billion USD.
Ha Nam province is determined to complete the set targets, strive for GRDP growth of over 10.5% and high disbursement of public investment capital, striving to disburse 100% of the plan. Continue to focus on reforming administrative procedures, improving the business environment; resolutely find solutions to remove difficulties and obstacles for businesses to unleash social resources; speed up the progress of infrastructure construction to attract businesses to invest in Ha Nam province; urge procedures to speed up the progress of key projects, especially projects of regional linkage nature.
At Thanh Hoa province bridge, Mr. Dau Thanh Tung - Vice Chairman of the Provincial People's Committee Information, in the first quarter of 2025, the province's GRDP growth reached 7.57%; of which agriculture, forestry and fishery increased by 7.63%; industry - construction increased by 7.84%.
On March 30, the province issued a Plan on economic growth scenarios for 2025, setting out specific tasks and solutions to strive to achieve the growth target of 11% or more in 2025, in accordance with the target assigned by the Government in Resolution No. 25/NQ-CP dated February 5, 2025.

Concluding the Conference, Minister Dao Ngoc Dung said that we are facing many difficulties and challenges, both internally and externally. However, the number one priority now is to ensure growth; especially focusing on promoting high growth associated with sustainable development, stabilizing the macro economy, controlling inflation and ensuring major balances of each locality. "We cannot develop, cannot improve people's lives without growth," the Minister emphasized.
The second is to focus on disbursing public investment capital as quickly and effectively as possible, along with implementing national target programs, especially programs for ethnic minorities. Minister Dao Ngoc Dung suggested that localities proactively review the programs being implemented in the area to proactively adjust the contents according to Resolution 88 of the National Assembly, not to overlap tasks with the spirit of solving problems where they arise.
Third, Ha Nam, Thanh Hoa and Nghe An Special attention should be paid to transport infrastructure and digital infrastructure, science and technology, innovation; human resource training, including training of ethnic minority human resources. Along with that, special policies should be developed in public health care.
Fourthly, regarding the issue of eliminating temporary and dilapidated houses, the three provinces are implementing this task very effectively. Specifically, from 2023 to present, Nghe An province has built 10,576 new houses and repaired 2,951 houses, reaching 64.31% of the total demand for the period 2023-2025. Nghe An province is determined to strive to complete the target before July 31, 2025. Ha Nam province strives to eliminate all temporary and dilapidated houses in the area by the end of this year. Thanh Hoa has also started construction and repair of 6,089 houses so far.
According to Minister Dao Ngoc Dung, without a stable home, one cannot have a career, and without a house, one cannot talk about escaping poverty. Therefore, the Minister requested the three localities to continue to focus on implementing this, especially reviewing the allocation of the 5% savings in regular expenditure to support the elimination of temporary and dilapidated houses for poor and near-poor households in order to effectively allocate capital, giving priority to localities with difficulties. High determination, great efforts to complete ahead of schedule the goal of eliminating temporary and dilapidated houses in 2025.
