Telegrams sent to the Ministries of Agriculture and Environment, National Defense, Public Security, Finance; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated:
It is reported that from the night of April 12 to the morning of April 13, 2025, two forest fires occurred in Dai Yen ward, Ha Long city and Binh Lieu town, Binh Lieu district, Quang Ninh province. According to initial information, over 40 hectares of forest were damaged. Up to now, the fires have been basically extinguished.
On behalf of the Prime Minister, Deputy Prime Minister Tran Hong Ha sent his regards, encouragement and commendation to the military, police, forest rangers, militia and local people for their prompt coordination and overnight efforts to promptly carry out firefighting, quickly control and extinguish the fire; and shared the difficulties of households affected by forest fires.
Recently, forest fires have occurred in some localities such as Ha Giang, Son La, Tuyen Quang, Kien Giang... Currently, authorities are warning of Level V forest fires in many places in the Northern, Central and Southern regions. According to the National Center for Hydro-Meteorological Forecasting, in the coming time, the temperature in the Northern and Central regions will increase rapidly, there will be widespread heat waves, and the risk of forest fires can occur at any time. To strengthen forest fire prevention and fighting, and minimize damage caused by forest fires, relevant ministries, agencies and localities are requested to continue to proactively implement forest fire prevention and fighting work according to the direction of the Prime Minister in Official Dispatch No. 25/CD-TTg dated March 22, 2025, including:
1. The Chairman of the People's Committee of Quang Ninh province continues to direct the quick overcoming of consequences of the forest fire in Dai Yen ward, Ha Long city and Binh Lieu town, Binh Lieu district; investigate to clarify the cause, strictly handle those who intentionally violate the provisions of the law on forest fire prevention and fighting; overcome the consequences after the forest fire and restore the burned forest area.
2. The Chairman of the People's Committee of the provinces and centrally-run cities is responsible to the Government and the Prime Minister for forest fire prevention and fighting in the area, proactively directing and implementing forest fire prevention and fighting, focusing on the following key tasks:
a) Be more proactive and determined to focus on leading, directing, and organizing the implementation of forest fire prevention and fighting, and overcoming the consequences of forest fires according to the 4-on-the-spot motto, with a proactive and timely spirit, minimizing damage caused by forest fires.
b) Directing People's Committees at all levels and functional agencies to strictly implement their management responsibilities for forest fire prevention and fighting, strengthening inspection and supervision of forest fire prevention and fighting early, from afar, right from the grassroots level, and considering this a key and continuous task;
c) Organize screening and identification of key areas. Assign 24/7 on-duty forces to set up checkpoints and patrol and guard key areas prone to forest fires; strictly control people entering and exiting forest areas at high risk of forest fires; promptly detect fire spots, mobilize forces to participate in controlling and extinguishing forest fires in the shortest time;
3. The Ministries of National Defense and Public Security direct the forces stationed in the area to proactively review, update, and complete the coordination plan between the armed forces and local forces in forest fire prevention and fighting; proactively provide the highest support plans for forest fire fighting in the area of stationing, and be ready to mobilize forces, vehicles, and equipment to participate in forest fire fighting when requested by the locality.
4. The Ministry of Agriculture and Environment shall proactively direct the work of forecasting, warning, organizing forest fire prevention and fighting nationwide, focusing on directing the implementation of the following key and urgent tasks:
a) Closely monitor weather developments, maintain forecasts and warnings of forest fire risks, promptly inform localities to proactively implement plans for forest fire prevention and fighting, use mass media for communication and communication channels for direction and management;
b) Strengthen direction and inspection of forest fire prevention and fighting work in localities, especially key forest fire areas; be ready to support localities with fire fighting forces, equipment, fire point information, and command work when large forest fires occur; maintain a regular forest fire prevention and fighting work regime according to regulations.
5. Voice of Vietnam, Vietnam Television, Vietnam News Agency and media agencies continue to do a good job of providing information and communication on forest protection and forest fire prevention and fighting early, from a distance, right at the grassroots level; promptly provide information on forest fire warnings and forecasts.
6. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister on any unexpected or arising issues./.
