Accordingly, these subjects are teenagers, students, and workers. These are mostly young people, in the process of forming their personalities, and are easily tempted and corrupted. Therefore, in order to reduce the rate of drug users, the State, society, schools, and families need to have effective measures to closely monitor and manage these subjects.

"In prevention, we must communicate, educate and pay attention to communication not only in schools but also in unions, agencies, companies, especially women's associations at all levels and associations of the elderly," said delegate Nguyen Anh Tri.

In addition, the Hanoi delegation also said that it is necessary to pay attention to the drug issue when using new cigarettes (electronic cigarettes, heated tobacco and others...). All new types of cigarettes have the risk of being a means of drug use.

Harnessing the Power of Technology in the War on Drugs

Delegate Nguyen Hoang Uyen (Long An province delegation) said that the project of applying science and technology in drug prevention and control is very suitable and timely with the trend of digital transformation and modernization in state management, especially in the context of increasingly complex and sophisticated drug crimes.

Using technology to localize, search for information about subjects over time, and build a database to control legal activities related to connecting national population data related to drug addicts is necessary. However, delegates suggested that the drafting agency consider making a request for consideration in addition to investing in hardware and software development according to the draft, there must be solutions to enhance the application of technology and effective implementation.

Regarding project 6 in the draft, delegates said that it is extremely necessary to increase the provision of intervention and treatment services for drug users, especially synthetic drugs. Therefore, it is necessary to strengthen the organization of the apparatus at all levels, and provide in-depth training in the scientific field of drug addiction treatment such as psychological therapy, harm reduction intervention, substitution treatment, withdrawal treatment and treatment of mental disorders. These are big and extremely important issues that have not received much attention and investment while social needs are increasing.

Delegate Thach Phuoc Binh (Tra Vinh delegation) expressed concerns about the target. reduce drug supply. Regarding the effort to detect and destroy 100% of complex drug points and retailers, according to the delegate of the Tra Vinh delegation, this goal is too high and may be difficult to achieve. Especially in the context of increasingly sophisticated and mobile drug points and subjects, the set rate of 100% is difficult to achieve, unless there is really good, close, effective inter-sectoral coordination.

Regarding the target of reducing demand, the delegate said that controlling the increase rate of drug addicts to less than 1% per year may be difficult to achieve due to the complexity in controlling and managing the number of drug addicts.

"This rate also depends on many social and economic factors," said delegate Thach Phuoc Binh.

Delegate Thach Phuoc Binh also said that the target of over 80% of commune-level health stations and 100% of public drug rehabilitation facilities meeting the conditions to determine addiction status is a reasonable and necessary target to improve the effectiveness of identifying and managing addicts. However, in reality, the current grassroots health facilities are not yet guaranteed. Feasibility depends on the budget support for upgrading facilities and training personnel. Therefore, the delegate suggested reviewing this target.

Fight crime and drug abuse early and from afar

Speaking to explain the opinions of the delegates, Minister of Public Security Luong Tam Quang said that, based on summarizing, evaluating and inheriting the results achieved by the Drug Prevention Program in previous stages, the drafting agency has determined the goals and targets to be achieved in the coming stage, close to the practical work situation and feasible in terms of guaranteed resources.

During the development process, the drafting agency carefully reviewed and evaluated to ensure that the tasks and investment contents of the Program do not overlap with other Programs and socio-economic development Programs, projects and schemes currently being implemented. The projects in the Program are designed to prioritize direct investment for the grassroots to proactively do a good job of preventing and combating crime and drug abuse early, from afar, from the local level, to ensure supply reduction, demand reduction, harm reduction, prevention and mitigation of drug consequences for each citizen, agency, organization and enterprise.

In her concluding remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the majority of opinions expressed high consensus on the necessity of investing in the Program at the scale of the National Target Program, highly appreciating the sense of responsibility and close coordination of the agency in charge of developing the Program, the agency in charge of reviewing, ministries, branches and relevant agencies. The Program will be implemented nationwide for 6 years (2025-2030) including 9 component projects, 6 sub-projects managed by the Ministry of Public Security and 8 ministries and branches in charge of implementing the component projects.

The Vice Chairman of the National Assembly emphasized that the opinions of the delegates have provided many more insights from practice, contributing to perfecting the specific contents of the Program and the draft Resolution. After the meeting, the National Assembly Standing Committee will direct the examining agency, the drafting agency and relevant agencies to seriously absorb and fully and thoroughly explain the opinions of the delegates, promptly perfecting the draft Resolution to submit to the National Assembly for consideration and approval in the second phase of the 8th Session.
