Provincial People's Committees shall report the results of synthesizing the need to eliminate temporary and dilapidated houses in their localities to the Ministry of Labor, War Invalids and Social Affairs before December 25, 2024 for synthesis and reporting to the Prime Minister.
According to the Ministry of Labor, War Invalids and Social Affairs, implementing the direction of Prime Minister Pham Minh Chinh, Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide in Official Dispatch 117/CD-TTg in 2024 on continuing to promote the elimination of temporary and dilapidated houses nationwide, the Ministry requested members of the Steering Committee, Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to direct the implementation of a number of tasks specifically prescribed in Official Dispatch 5935/BLDTBXH-VPQGGN in 2024 to urgently implement the direction of the Prime Minister in Official Dispatch 117/CD-TTg in 2024, especially the establishment of 3-level Steering Committees at the local level.
Localities, based on data on temporary and dilapidated houses of poor and near-poor households, have reported as required by the Ministry of Labor, War Invalids and Social Affairs in Official Dispatch 3836/BLDTBXH-VPQGGN in 2024, requesting the Chairman of the Provincial People's Committee to: Direct the District People's Committee to review and synthesize information at the commune, ward, and town level on the need to eliminate temporary and dilapidated houses of poor and near-poor households; approve the review results (list of each household in need of new construction or repair); report to the Provincial People's Committee for synthesis. Assign the Department of Labor, War Invalids and Social Affairs to preside over and coordinate with the Department of Construction to synthesize the review results of the District People's Committee; submit to the Provincial People's Committee for approval the results of synthesizing the need to eliminate temporary and dilapidated houses in the province (according to the district-level administrative unit) as a basis for support and as a basis for inspection and supervision of implementation.
Effectively deploy resources from the 5% savings in regular state budget expenditures in 2024, locally mobilized resources, and support resources from the Central mobilization program.
Preside over and closely coordinate with the Vietnam Fatherland Front at the same level to organize propaganda, mobilize, and receive support funds from ministries, agencies, localities, enterprises, banks, organizations, and individuals at home and abroad, and allocate and use them through the Fund for the Poor managed by the Vietnam Fatherland Front Committees at all levels.
For poor and near-poor households eligible for social protection (unable to work and have no income to support), localities decide on a higher level of support appropriate to the reality from socialized sources.
According to the Ministry of Labor, War Invalids and Social Affairs, localities must report on the establishment of the 3-level Steering Committee; the issuance of the Implementation Plan; the results of local resource mobilization; the results of the elimination of temporary and dilapidated houses and other activities (if any) to the Ministry of Labor, War Invalids and Social Affairs before December 3, 2024.
The Provincial People's Committee shall report the results of the synthesis of the need to eliminate temporary and dilapidated houses in the province to the Ministry of Labor, War Invalids and Social Affairs before December 25, 2024 for synthesis and reporting to the Prime Minister (the locality is responsible for the approval results).
Ministries, branches that are members of the Steering Committee, members of the Government (as assigned in Decision 435/QD-TTg in 2024 and Decision 967/QD-TTg in 2024 of the Prime Minister) report on the results of performing assigned tasks; localities report on the results of implementing the elimination of temporary and dilapidated houses in their localities; at the same time, send them to the Ministry of Labor - Invalids and Social Affairs before the 25th of each month for synthesis and reporting to the Prime Minister and Head of the Steering Committee.
