Recently, the Government has issued two new decrees on wages, specifically Decree No. 73/2024 on basic wages and bonus regimes for cadres, civil servants, public employees, and armed forces and Decree No. 74/2024 of the Government on minimum wages for employees working under labor contracts.

Accordingly, from July 1, the basic salary (applied to state employees) will increase by 30%, specifically from 1.8 million VND to 2.34 million VND (an increase of 540,000 VND).

At the same time, the regional minimum wage (applied to employees receiving salaries regulated by employers) will increase, specifically from VND 4.68 million to VND 4.96 million (region I); from VND 4.16 million to VND 4.41 million (region II); from VND 3.64 million to VND 3.86 million (region III) and from VND 3.25 million to VND 3.45 million (region IV).

Ho Chi Minh City Social Insurance has also issued a notice on changes related to health insurance contribution rates from July 1. Specifically as follows:

Health insurance premium for students

According to current regulations, students in the group supported by the state budget will have to pay the premium. At the same time, students studying at educational institutions in the national education system will participate in health insurance at the school they are studying at, not participating in family health insurance.

From July 1, the monthly health insurance premium for students is equal to 4.5% of the basic salary (of which the state budget supports 30%, the remaining 70% is paid by students), i.e. = 70% x 4.5% x 2.34 million VND = 73,710 VND/month. Parents and students can flexibly choose to pay in 4 ways including 3 months, 6 months, 9 months or 12 months at a time:

Ho Chi Minh City Social Insurance notes that first -year students or those who have participated in health insurance intermittently in the previous school year can participate in health insurance right from the beginning of the school year.

Basic salary increases with increased health insurance premiums

Health insurance premium for families and near-poor households

The family health insurance premium from July 1 will also increase when the government adjusts the basic salary from VND1.8 million to VND2.34 million.

According to current regulations, the first person in the household will pay 4.5% of the basic salary, i.e. = 4.5% x 2.34 million VND = 105,300 VND/month. The second, third, and fourth people will pay 70%, 60%, and 50% of the first person's contribution, respectively, and from the fifth person onwards, they will pay 40% of the first person's contribution. The family health insurance contribution level in order of members when eligible for a fee reduction from July 1 is as follows:

For near-poor household members, the state will support the health insurance premium at 70%, i.e. = 70% x 4.5% x 2.34 million VND x 12 months = 884,520 VND/year .

The remaining health insurance participants who are members of near-poor households will pay 30% themselves, i.e. = 30% x 4.5% x 2.34 million VND x 12 months = 379,080 VND/year.

According to Ho Chi Minh City Social Insurance, when the Government adjusts the contribution rate, the health insurance contribution rate as well as the basic salary, participants and the state budget do not have to pay additional or will not be refunded the difference for the remaining time that participants have paid health insurance.

In case the participant has paid enough money into the health insurance fund according to the validity period of the health insurance card and is granted the validity of the health insurance card before July 1, 2024, both the health insurance participant and the state budget do not have to pay or receive additional support due to the increase in the basic salary for the period from July 1, 2024.
