Opening up hope of identifying martyrs from the Gene Bank

The establishment and launch of the "Genome Bank for Unidentified Martyrs and Their Relatives" has opened up hope of identifying hundreds of thousands of martyrs' graves that have been gathered but whose information has not been identified.

Heroic Vietnamese mother Nguyen Thi Ngan in hamlet 3, Thuong Hoa village, Gia Thanh commune (Gia Vien district) passed away in 2023. According to Mr. Bui Hong Linh, Ngan's son, her last pain is that the remains of her two sons, martyrs Bui Tri Thai and Bui Tri Son, have not yet been found.

"The war has been over for nearly half a century. My brothers have rested somewhere in this strip of Vietnam. What has tormented my parents, and us, is that we have never been able to light incense at their graves... Recently, on the mass media, we learned about the launching of the "Genes of Unidentified Martyrs and Relatives of Martyrs" bank. My family in particular, and the relatives of unidentified martyrs in general, will have more hope of finding their fathers and brothers. We will actively coordinate with the relevant agencies to ensure that the implementation of DNA sampling is smooth, accurate and most effective," said Mr. Linh.

During the resistance wars to protect the Fatherland, our province had nearly 17 thousand martyrs who sacrificed their lives on the fronts. Of these, thousands of martyrs have not yet found their remains or have not yet been identified. Currently, the whole province has 47 martyr cemeteries, the resting place of over 8 thousand martyrs. Of these, over 3 thousand graves have information, over 1,800 graves have partial information and over 3 thousand graves have no information. This data has now been updated on the electronic information portal on martyrs, martyrs' graves and martyrs' cemeteries of the Government published on thongtinlietsi.gov.vn.

With the philosophy of "When drinking water, remember its source" and "Repaying gratitude", in recent years, our province has focused on implementing the work of searching for and collecting martyrs' remains. Notably, Project 1237 on searching for and collecting martyrs' remains and Project 150 on identifying martyrs' remains with missing information (Project 150) have been effectively implemented. Through the implementation process, up to now, the work of searching for, collecting and identifying martyrs' remains in the province has achieved many important results, opening up many directions for effective searching and collecting martyrs' remains, in which mobilizing social strength plays an important role in searching for and collecting martyrs' remains.

Accordingly, in the period of 2013-2020, the Provincial Steering Committee 515 (the Steering Committee for the search, collection and identification of martyrs' remains at the provincial level) promptly issued documents of leadership, direction, plans, and guidance for localities and units to organize the implementation of the Projects to ensure progress and quality. Along with that, the work of propaganda, mobilization, provision of information, and building of a database on martyrs and martyrs' graves was carried out in a unified and synchronous manner, creating high consensus among the people.

With close coordination, active and synchronous implementation and good implementation of propaganda and mobilization work to provide information on martyrs' graves, the Standing Office of the Provincial Steering Committee 515 together with the Association for Supporting Families of Martyrs and the Provincial Veterans Association received nearly 10,000 pieces of information on martyrs and martyrs' graves provided by organizations and individuals; provided information to 3,764 cases, of which 486 were directly consulted, 632 were consulted by phone, and announced the list of 2,646 martyrs with full information according to the initial management of the martyrs. Created conditions for agencies and units to complete the procedures for requesting DNA identification of martyrs' remains with missing information; received and guided the procedures for 28 relatives to take DNA samples for identification...

Ms. Nguyen Thi Kim Nhung (Van Giang ward, Ninh Binh city) welcomed her father, martyr Nguyen Dinh Quang, back to rest at his hometown cemetery after 48 years of waiting and searching for him.

Mr. Duong Viet Yen, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: One of the biggest concerns for those working in the field of Labor, War Invalids and Social Affairs is witnessing the longing and waiting for information about martyrs of many Heroic Vietnamese Mothers and martyrs' families. In order to realize the goal of identifying martyrs' remains by genetic identification for about 20,000 samples by 2030, on July 23, Prime Minister Pham Minh Chinh and leaders of ministries and branches pressed the activation button, launching the "Genome Bank for Unidentified Martyrs and Martyrs' Relatives".

This is a very meaningful job. Connecting the National Population Database with DNA identification technology will bring hope of reunion to many families, contributing to easing the losses and sacrifices of martyrs' relatives.

In the coming time, the Department of Labor, War Invalids and Social Affairs will actively coordinate with the host unit, the Provincial Police, to implement a number of contents such as: Guiding the Department of Labor, War Invalids and Social Affairs at district and commune levels to coordinate with the District and City Police and the Commune and Town Police in surveying, collecting information and identifying information related to relatives of martyrs and relatives of martyrs receiving benefits in the Survey Form for Information on Martyrs whose graves and beneficiaries of martyrs' benefits have been identified and the Survey Form for Information on Martyrs whose graves and relatives have not been identified.

At the same time, implement procedure No. 3936/NCC-QLHC dated June 8, 2023 of the Department of Meritorious People and the Department of Administrative Management of Social Order on reviewing, comparing, cleaning data and entering data of meritorious people on the national population database system. The Department of Labor, War Invalids and Social Affairs will compare, check and review the subjects receiving monthly allowances for martyrs in the province; coordinate with the Provincial Police to advise the Provincial People's Committee to issue a plan to collect DNA samples for relatives of martyrs whose information has not been identified in the province...
