In mid-December 2022, the Management Board of Priority Infrastructure Investment Projects of Da Nang City (Management Board) started construction of the Lien Chieu port project, the shared infrastructure part. Mr. Le Thanh Hung, Director of the Management Board, said that according to the Master Plan for the development of Vietnam's seaport system for the period 2021 - 2030, with a vision to 2050, Da Nang seaport is the largest seaport in the Central region and one of the three largest and key seaports in Vietnam (alongside Lach Huyen - Hai Phong international gateway port area and Cai Mep - Thi Vai port area in Ba Ria-Vung Tau). "The project is of great significance in promoting investment attraction for the synchronous construction of Lien Chieu port - an international gateway port in the Central coastal region, in order to strengthen regional and inter-regional connectivity, and is a lever to contribute to promoting the socio-economic development of Da Nang city and the region," said Mr. Hung.

DYNAMIC PORT

Located at the end of the East-West economic corridor, possessing all the national highways, Ho Chi Minh road, North-South expressway, coastal road connecting the Central Highlands and the Central coast, Lien Chieu port has the advantage of connecting inter-regional traffic. In particular, after renovating Kim Lien station into a cargo station after the port, connecting with the North-South railway will ensure that Lien Chieu port becomes a gateway port in the Central region integrating all modes of transport. "Da Nang seaport also has the advantage of being the only seaport in the Central region to establish 30 container ships calling at the port/week. This is an important premise to attract shipping lines to establish long-distance sea routes to Europe, North America, and Africa when Lien Chieu wharfs are put into operation," Mr. Hung added.

Since the groundbreaking ceremony on December 14, 2022, the Management Board has worked with the consortium of contractors and related units to coordinate with ministries and branches to complete the handover documents of the sea area, complete the construction of temporary road D1 and the embankment of the dredging material storage area D3, D4, construct traffic routes, auxiliary works, sign a contract to purchase the copyright to produce 38 sets of formwork with a Japanese company... The total value of construction output to date has reached about 135 billion VND.

Lieutenant Colonel Tong Thanh Phuc, Deputy General Director of Lung Lo Construction Corporation, said that the terrain for the construction of Lien Chieu port is quite favorable, and can be transported by sea. The unit has worked with mineral mines and localities to supplement reserves, ensuring supply for the project on schedule.

Experts say that the shared infrastructure of Lien Chieu port, once completed, will create a foundation for the development of the next phase of wharves. Currently, Lien Chieu port is one of the 7 driving projects that Da Nang City is focusing on calling for investment and a number of large enterprises have been granted certificates by the Da Nang City People's Committee to study and invest in the Lien Chieu seaport project. Among the functional subdivisions (450 hectares), there is an 8-container area that receives ships up to 8,000 TEU (phase 1) and in the long term receives ships up to 18,000 TEU (equivalent to 200,000 DWT). The 6-general wharf area receives ships with a capacity of 100,000 DWT (outside) and small ships inside (about 30,000 DWT); the inland waterway wharf area receives ships with a capacity of up to 5,000 DWT to serve the consolidation/distribution of goods for the container wharf area and general wharf; Area 6 liquid/gas cargo terminals at the breakwater area, receiving ships with a capacity of 30,000 DWT; railway warehouse area for gathering and loading and unloading goods...

With this "appearance", after completion, Lien Chieu port will be a lever, promoting the socio-economic development of Da Nang city and the key economic region of the Central region. Lien Chieu port is located in Lien Chieu district, the transportation of goods in and out of the port does not have to go through the inner city area... Mr. Le Trung Chinh, Chairman of Da Nang City People's Committee, affirmed that with the current growth rate of the city, the exploitation of goods through Tien Sa port (in Son Tra district) affects traffic, because goods have to be transported through the inner city, causing congestion, unsafety during rush hour, affecting life and socio-economic development, and the tourism development environment. "Tien Sa Port cannot be expanded or take on the role of an international gateway port in the Central region (special type) due to limited space for large development and traffic connection conditions. Therefore, the investment plan to develop Lien Chieu Port to gradually replace Tien Sa Port, gradually turning Tien Sa Port into a tourist port is suitable for the development process of Da Nang City," said Mr. Chinh.

On the first day of operation after the Lunar New Year, Secretary of the Da Nang Party Committee Nguyen Van Quang inspected the project and affirmed that Lien Chieu Port is not only one of the key and driving projects, but also the most important project in Da Nang City at the present time. This makes the relevant units even more determined. "According to the 2023 plan, the Management Board and the joint venture contractor are committed to completing the capital disbursement plan arranged for the project," said Mr. Le Thanh Hung.

According to Resolution 43 of the Politburo on building Da Nang City by 2030, with a vision to 2045, among the three main pillars is the marine economy. Da Nang City has also specified five key areas, including seaports associated with logistics services, to develop Da Nang City into a marine economic center, forming a logistics service supply chain in the Central region. The average growth rate of goods through Da Nang seaport is 10%/year. In 2020, the volume of goods through Da Nang port reached 11.4 million tons, and the forecast volume of goods is 50 million tons by 2050. Therefore, Lien Chieu port needs to invest to serve development needs.

The total investment of the shared infrastructure of Lien Chieu port is over VND 3,426 billion, of which the central budget for the period 2021 - 2025 is over VND 2,994 billion, the rest is from Da Nang city budget. The implementation progress is until December 2025, to meet the infrastructure requirements for the two initial starting wharves. The consortium of Phu Xuan Consulting and Construction Joint Stock Company, Lung Lo Construction Corporation, Truong Son Construction Corporation, Dacinco Construction Investment Company Limited, Xuan Quang Construction Joint Stock Company will implement the project within 1,380 days.
