The Ministry of Planning and Investment has just issued a document to stop evaluating and approving the investment policy of 2 container terminals (2 starting terminals) at Lien Chieu port.
Accordingly, the Ministry of Planning and Investment announced the suspension of appraisal and approval of investment policies for 2 container terminals (2 starting terminals) of 8 container terminals in Lien Chieu wharf area, Da Nang port, which investors have submitted to the Ministry.
In Resolution 136, Lien Chieu port and Da Nang port will be invested in according to the overall project of 8 container terminals, not investing separately in the project of 2 container terminals (Perspective image of Lien Chieu Port project).
Specifically, the Ministry of Planning and Investment informed that the Investment Law 2020 clearly states: Investment projects to build new ports and port areas belonging to special seaports; ports and port areas with an investment capital scale of VND 2,300 billion or more belonging to type I seaports, under the authority of the Prime Minister to approve investment policies.
In compliance with the provisions of law and the call for investment by the People's Committee of Da Nang City, investors have submitted project proposals for 2 container terminals (2 starting terminals), out of a total of 8 containers of Lien Chieu terminal, Da Nang port, to the Ministry of Planning and Investment for appraisal and submission to the Prime Minister for approval of the investment policy.
These investors include: Danang Port Joint Stock Company; Joint venture between Anh Phat Construction and Trading Investment Corporation - JSC and Adani Ports and Special Economic Zone Limited, part of Adani Group India (Anh Phat - Adani Joint Venture).
According to the Ministry of Planning and Investment, according to the law, if the dossier proposed by Da Nang Port Joint Stock Company does not meet the requirements, the dossier proposed by Anh Phat - Adani Joint Venture will be appraised. If both dossiers do not meet the requirements, the Ministry will notify the suspension of the appraisal.
But while the Ministry was appraising the documents proposed by Da Nang Port Joint Stock Company, the People's Committee of Da Nang City changed the investment calling plan, proposing to the competent authority to invest in Lien Chieu port according to the overall investment plan.
Regarding the investment plan for Lien Chieu port, Deputy Prime Minister Tran Hong Ha assigned the People's Committee of Da Nang city to collect opinions from relevant agencies to complete the investment plan for the construction of Lien Chieu port, ensuring comprehensive, synchronous, modern, and optimally effective development, maximizing the advantages of geographical location and development potential of Da Nang city, and competing with ports in the region.
Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of mechanisms and policies for the development of Da Nang city stipulates that investment in the overall construction of Lien Chieu seaport with an investment capital scale of VND 45,000 billion or more is included in the List of priority industries, occupations and projects to attract investors to Da Nang city.
At the first meeting of the Steering Committee for the implementation of Resolution No. 136/2024/QH15, Prime Minister Pham Minh Chinh directed to unify the policy of calling for overall investment in Lien Chieu container port and selecting strategic investors according to Resolution No. 136 to implement the project investment, ensuring synchronization, modernity, meeting the standards of a green port and an international transit port.
According to the provisions of Resolution 136, Lien Chieu port and Da Nang port will be invested in according to the overall project of 8 container terminals, not investing separately in the project of 2 container terminals.
"Therefore, there is no basis to continue to organize the appraisal of the investment project dossier for 2 container terminals (2 starting terminals) at Lien Chieu port that the investors have submitted," the official dispatch of the Ministry of Planning and Investment stated.
