Clause 14, Article 8 of the 2008 Road Traffic Law on prohibited acts stipulates: " Transporting prohibited goods, illegally transporting or failing to fully comply with regulations on transporting dangerous goods and wild animals".
Thus, illegal transportation or failure to fully comply with regulations on the transportation of dangerous goods is strictly prohibited.
Article 3 of Decree No. 104/2009/ND-CP stipulates the list of dangerous goods and the transportation of dangerous goods by road motor vehicles, including:
1. Hazardous substances are substances or compounds in gaseous, liquid or solid form that can cause harm to human life, health, the environment, safety and national security.
2. Dangerous goods are goods containing hazardous substances that, when transported, can cause harm to human life, health, the environment, safety and national security.
Thus, dangerous goods are goods containing hazardous substances that, when transported, can cause harm to human life, health, the environment, safety and national security.
Carrying chemicals on a bus can be severely punished.
Point a Clause 6, Point a Clause 8 Article 23 of Decree 100/2019/ND-CP stipulates the penalty for transporting dangerous goods on passenger vehicles:
" 6. A fine of from VND 3,000,000 to VND 5,000,000 shall be imposed for one of the following violations:
a) Transporting dangerous, toxic, flammable, explosive goods or animals or other goods that affect the health of passengers on passenger vehicles.
8. In addition to being fined, the driver of a vehicle committing a violation shall also be subject to the following additional penalties:
a) Committing the acts specified in Clause 2, Clause 4 (in case of exceeding 50% to 100% of the number of people allowed to be carried by the vehicle); Point c, Point d, Point e Clause 3; Point a, Point b, Point c, Point d, Point dd, Point e, Point h, Point i, Point k, Point l, Point m, Point o, Point q Clause 5; Clause 6; Point b Clause 7 of this Article shall result in the suspension of the right to use a driving license from 01 month to 03 months.. ".
Accordingly, a vehicle carrying dangerous goods on a passenger vehicle will be fined from VND 3,000,000 to VND 5,000,000 and will be subject to the driver. In addition, the person carrying dangerous goods on this passenger vehicle will also have their driver's license revoked for 01 to 03 months.
