On the morning of March 27, at Thanh Phong Prison, the working delegation of the Ministry of Public Security led by Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, Standing Member of the Amnesty Advisory Council, Head of the Steering Committee on Amnesty of the Ministry of Public Security, inspected the amnesty work in 2025; the work of executing criminal sentences in the community of Thanh Hoa Provincial Police and the Ministry of Public Security's prisons located in the province.
Lieutenant General Le Van Tuyen visited and encouraged prisoners being reformed at Thanh Phong Prison.
Working directly with the delegation were Colonel Phung Xuan Tien, Deputy Director of Thanh Hoa Provincial Police; representatives of leaders of functional departments of the Provincial Police; Board of Supervisors of Thanh Phong, Thanh Cam, Thanh Lam, and No. 5 Prisons of the Ministry of Public Security.
According to the report, immediately after the President's decision on amnesty and the guidance documents of the Amnesty Advisory Council, Thanh Hoa Provincial Police and prisons located in the province established the Amnesty Proposal Review Council, the Amnesty Proposal Review Subcommittee in the sub-camps, and the File Appraisal Team, ensuring seriousness and compliance with legal regulations.
Units proactively develop and issue implementation programs and plans; organize public postings on bulletin boards, prison cells, detention areas, libraries, and visiting houses; and organize dissemination to prisoners about the subjects and conditions of special amnesty in 2025 so that prisoners can contact themselves and write applications for special amnesty... The implementation must be serious, in accordance with procedures; the records must be tight, careful, public, transparent, objective, democratic, and subject to the correct subjects and conditions according to the provisions of law, without errors or negativity.
Up to now, the Interdisciplinary Appraisal Team of the Amnesty Advisory Council has completed the inspection and appraisal of the list and amnesty proposal files of the Criminal Enforcement Agency, of which Thanh Hoa Provincial Police has 49 files that meet the conditions for amnesty; Thanh Phong, Thanh Cam, Thanh Lam, and No. 5 prisons of the Ministry of Public Security have 432 files that meet the conditions for amnesty proposal.
At the meeting, Colonel Phung Xuan Tien, Deputy Director of Thanh Hoa Provincial Police and Warden of the Ministry of Public Security's Detention Centers in the province reported on a number of difficulties and problems; and at the same time proposed and recommended a number of contents.
Speaking at the working session, Deputy Minister Le Van Tuyen acknowledged, commended and highly appreciated the results of the implementation of the President's amnesty decision at the Criminal Enforcement Agency of Thanh Hoa Provincial Police and Thanh Lam, Thanh Phong, Thanh Cam and No. 5 Prisons of the Ministry of Public Security.
The Deputy Minister emphasized that amnesty is a humane clemency policy of the Party and the State, therefore the Criminal Enforcement Agency of Thanh Hoa Provincial Police and the Ministry of Public Security's Detention Centers located in the province need to continue to review and evaluate cases to ensure that no cases that are eligible but not recommended for amnesty are missed and no cases that are not eligible for amnesty are missed, to avoid mistakes and confusion.

The Deputy Minister requested the Thanh Hoa Provincial Police and prisons to do a good job of propagating the amnesty policy so that people agree and support it; propagating and educating prisoners so that when they return to reintegrate into the community, they will not re-offend. On this occasion, Deputy Minister Le Van Tuyen and the working delegation directly inspected the accommodation, living, studying, visiting room and production and vocational training workshop for prisoners at Sub-camp No. 2 of Thanh Phong Prison.
