The reason why Ho Chi Minh City stopped enrolling a large number of specialized 10th graders

Ho Chi Minh City Department of Education stopped recruiting 22 specialized classes from 2025 because it did not comply with the Ministry's regulations, and plans to establish a new specialized school.

From the 2025-2026 school year, Ho Chi Minh City will stop recruiting specialized classes at 4 schools, including Nguyen Thuong Hien, Gia Dinh, Nguyen Huu Huan, and Mac Dinh Chi high schools.

Explaining, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training, said that the Ministry's Charter of Secondary, High and Multi-level High Schools does not have any regulations on organizing specialized classes in regular schools. To avoid sudden disruptions, this year, the city will still keep these classes. From next year, only specialized schools will have specialized classes.

On the other hand, in the 2018 general education program, the teaching content for specialized students will be more specialized, so the city needs to focus resources on the two existing specialized schools (Tran Dai Nghia and Le Hong Phong specialized high schools).

"The Department will calculate and research to establish another specialized school in a suitable area. This does not have a plan yet and depends on land use planning for education and school construction plans," said Mr. Minh.

The model of specialized classes in mass schools was implemented by Ho Chi Minh City 15 years ago, from the 2007-2008 school year. Four high schools Nguyen Thuong Hien, Gia Dinh, Nguyen Huu Huan, and Mac Dinh Chi recruited 22 specialized classes with 770 students each year.

According to Mr. Minh, this comes from the characteristics of large areas and large numbers of students. Many students in Cu Chi, Hoc Mon, Thu Duc... have the ability but cannot travel 10-20 km every day to District 1 and District 5 - where two specialized schools are located - to study. Therefore, the city opens specialized classes in some mass schools to create conditions for students to access advanced training programs.

The Department highly appreciates the quality of these classes. In recent years, the national and international excellent student teams of Ho Chi Minh City still have students from regular schools, not just specialized schools like many other localities.

The suspension of 22 specialized classes in four schools will not affect the teaching staff, according to Mr. Minh, because teachers can still teach other classes. Teachers who have the need and ability can apply for transfer or take the entrance exam to the two specialized schools.

The regulations on junior high schools, high schools and multi-level high schools were issued by the Ministry of Education and Training in 2020. However, the model of specialized classes and specialized schools only received attention in February this year, when the Ministry requested localities to properly implement enrollment regulations. All provinces and cities must eliminate non-specialized classes (also known as high-quality classes) in specialized schools.

Only Ho Chi Minh City and Hanoi have specialized classes in general schools. In particular, Hanoi has two high schools that recruit specialized classes: Son Tay and Chu Van An. The Hanoi Department of Education and Training plans to convert these two schools into specialized schools.
