On the morning of November 1, the National Assembly continued to discuss the socio-economic situation. National Assembly Delegate Ha Anh Phuong mentioned the current status of teachers' salaries and proposed that in the upcoming salary reform, salaries should be raised to the highest level in the administrative career salary scale.

Delegate Ha Anh Phuong (Phu Tho delegation) said that according to Resolution 29 of the Party Central Committee on fundamental and comprehensive innovation in education and training, "teachers' salaries are given the highest priority in the administrative and career salary scale system and have additional allowances depending on the nature of the job and the region".

However, according to Delegate Phuong, after 10 years of implementing the salary regime, teachers' income is still low, and some teachers are not even able to cover their family's living expenses. Many have had to quit, change jobs or work extra, leading to a situation where they are not fully committed to their profession and are not dedicated to their profession.

In addition to the issue of teachers' salaries, delegate Ha Anh Phuong also mentioned the school staff. This department accounts for no more than 10% of the school's payroll but plays an important role in school operations.

Delegate Ha Anh Phuong said: "Although they work 8 hours a day, they do not receive public service allowances like civil servants and do not receive seniority like teachers even though they work in the same education sector. Currently, their allowances are very low, and some positions do not receive any allowances."

From there, the female delegate of Phu Tho delegation proposed that in this salary reform, the National Assembly and the Government should regulate teachers' salaries at the highest level in the administrative career salary scale system and have additional allowances depending on the nature of the work by region, in accordance with the spirit of Resolution No. 29 of the Party Central Committee.

Delegates also said that there must be solutions to increase salaries and allowances for school staff so that they can work with peace of mind, dedicate themselves to their profession, and meet the requirements of teaching and learning in the current period.

National Assembly Delegate Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Duong province, said that salary reform is a content that receives great attention and expectations.

Ms. Viet Nga said: "With the current calculation method, the salary of those receiving salaries from the State budget is too little and outdated compared to the general cost of living. Salary reform is not simply a salary increase but a new way of calculating salaries, unlike the old traditional salary scale".

At the same time, this salary reform, importantly, is that the salary scale is arranged according to job requirements. That is, for each specific job position, employees are assigned a specific salary, regardless of how many years of experience or years of work the person in that position has.

The female delegate said: "Hopefully with the new salary calculation method, the new salary will meet the living needs of those receiving salaries from the State budget."

As for teachers and doctors, Ms. Nga recognized that these are two important forces that influence the development of the country. However, the current salary scale of the health and education sectors is very low, which is the main cause of brain drain in these two important professions.

"The Government is making efforts to develop the Law on Teachers, to be submitted to the National Assembly in 2024. Hopefully, with the policies stipulated in the Law on Teachers, teachers' income will improve," said Ms. Nga.

In addition, delegate Nguyen Thi Viet Nga also pointed out that currently, teachers and doctors have allowances. However, the allowances are not significant, mainly to recognize contributions to the profession. Therefore, Ms. Nga suggested that the allowances of teachers and doctors should be reviewed.

Ms. Nga stated her opinion: "For specific sectors such as healthcare and teaching, in addition to salary, attention should be paid to job-specific allowances. Importantly, job-specific allowances need to be effective in improving income, not just to motivate the spirit. Along with salary reform, considering allowances for special sectors, how to significantly improve the income of people working in healthcare and education - important sectors in people's lives, preventing brain drain, so that they can work with peace of mind".

Delegate Duong Van Phuoc: There needs to be a salary regime commensurate with teachers.

During the discussion session on the afternoon of October 31, National Assembly Delegate Duong Van Phuoc (Quang Nam delegation) said that according to statistics from the Ministry of Education and Training, in the 2022-2023 school year, the country still lacks 118,000 teachers, and the wave of teachers quitting their jobs has not stopped, as nearly 9,300 teachers quit their jobs in the last school year.

Through monitoring Resolution 88 of the National Assembly, it can be seen that the current situation of streamlining the payroll by 10% in a specific sector such as education is unscientific, while the regulations of the education sector are very clear about the proportion of teachers in the classroom.

In mountainous areas and areas with special difficulties, the shortage of teachers is even more serious. Many teachers ask to be transferred to work in the lowlands, while recruiting new teachers is very difficult. Many people do not participate in the recruitment, and even those who are recruited in these areas quit their jobs and do not accept work in such difficult areas.

Faced with that situation, Delegate Phuoc suggested that the Government should soon have preferential treatment policies and appropriate salary regimes for teachers, first of all teachers in mountainous areas, islands, and areas with difficult economic conditions, so that these teachers can work with peace of mind and ensure the quality of teaching and learning.

Mr. Phuoc also proposed a policy of recruiting teachers at all levels instead of exams to promptly supplement and solve the current difficult situation of teacher shortage in mountainous areas.

At the same time, teacher training must meet the requirements of teaching and learning, avoiding imbalances between fields of study and regions, in the spirit of "where there are schools and classes, there must be students and teachers".

Currently, with the salary calculation based on coefficients and basic salary, the lowest teacher salary is 3,348 million VND/month (applied to grade IV preschool teachers).
