Discussing at the conference, delegates of the Veterans Association at all levels proposed many contents related to the association's work and the Veterans movement. Create conditions for Veterans Association members to rent and borrow land for production and business, borrow capital, and support technology transfer.

Survey, evaluate and invest appropriately in the renovation of martyr memorials in communes and towns; provide specific guidance on the issuance and replacement of old, torn or lost medals and orders.

The delegates also suggested that there should be close coordination between the Provincial Military Command and the Provincial Party Committee's Organizing Committee in proposing medical examination and treatment for senior officers of retired military units in the province; paying attention to job creation for soldiers who have completed their military service and returned to their localities; and having more mechanisms and policies to support the activities of grassroots organizations.
