(HNMO) - In the first half of the 2020-2025 term, the Hanoi Party Committee directed the early and quality completion of the work of building the cadre planning for the 2025-2030 and 2026-2031 terms at all three levels, ensuring progress. The quantity and quality of planned cadres have been significantly improved. Of which, the planning of the Hanoi Party Committee Executive Committee for the 2025-2030 term includes 96 comrades, the Standing Committee of the City Party Committee includes 25 comrades; and the planning of cadre positions under the Central management includes 13 comrades.

This is the content stated in the Report on the results of the work of Party building and rectification and the political system at all levels of the city in the mid-term of the 17th Congress of the City Party Committee, orienting key tasks until the end of the 2020-2025 term. The report was sent to delegates attending the 13th Conference of the 17th City Party Committee Executive Committee, which opened on the morning of June 14. Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen presented the Report of the Standing Committee of the City Party Committee on this content at the conference.

Thoroughly grasp the viewpoint "people are the root"

According to the above report, immediately after the Congress, closely following the goals and targets of the Resolution and the 3 breakthroughs of the term, the 17th City Party Executive Committee proactively and promptly concretized, developed and issued 10 comprehensive Work Programs in various fields and issued them earlier than in many recent terms. Of which, Program No. 01-CTr/TU on "Strengthening Party building and rectification, building the political system; promoting administrative reform in the period of 2021-2025" is the core and backbone program. The City Party Committee has demonstrated its high determination to build truly clean and strong Party committees and grassroots organizations; build a truly exemplary contingent of cadres and Party members; thoroughly grasp the viewpoint that "people are the root"; take the happiness and prosperity of the people as the goal to strive for. Up to now, the City Party Committee and Party committees at all levels have issued and deployed 777 projects, plans, resolutions, and topics to specifically implement Program No. 01-CTr/TU.

The Hanoi Party Committee and the Standing Committee of the Hanoi Party Committee continue to attach importance to innovation in thinking, style, and leadership methods. In addition to major tasks of an orientational nature, demonstrating long-term thinking, the Standing Committee of the Hanoi Party Committee has selected difficult tasks that have existed for many years to focus on leading and directing; directed the establishment of a number of Steering Committees to focus on leading difficult contents and tasks...

Over the past two years, the city has deployed and implemented many fields and aspects of Party building and rectification work and the political system at all levels with quality, achieving positive results, with many innovations, creativity and clear progress.

Notably, the City Party Committee and the Standing Committee of the City Party Committee have focused on leadership and strongly innovated political and ideological education work, comprehensively deployed all areas of propaganda work; notably, they have innovated, created, and diversified forms of propaganda, dissemination, and study of resolutions at all levels, becoming the leading locality in the country in applying information technology and digital transformation, dissemination of resolutions in direct form, combined with online and live broadcast on television to cadres, party members and people. Party committees at all levels have also widely organized political and ideological activities through organizing contests in the form of dramatization and online contests on the internet system, typically organizing the contest to learn Resolution No. 15-NQ/TU of the Politburo on "Orientations and tasks for the development of Hanoi Capital to 2030, with a vision to 2045" with the participation of over 1 million candidates.

Comprehensive innovation of personnel work

With the city's synchronous, systematic and drastic issuance and implementation of a system of documents on organizational work and party members since the beginning of the term, there have been positive changes in the work of building Party organizations and party members. From 2020 to present, the entire Party Committee has admitted 31,706 new party members (an average of over 9,500 party members each year, with 10,183 party members admitted in 2022 alone). In 5 years (2017-2022), the entire Party Committee has consolidated 251/277 grassroots party organizations monitored by the City Steering Committee, and 90/103 grassroots party organizations monitored by the grassroots Party Committee. In the two years of 2021-2022 alone, the city has consolidated 58 grassroots party organizations; to date, there have been 48 grassroots party organizations that need to be consolidated.

The City Party Committee continues to identify personnel work as a key and consistent task, promptly promulgating and implementing the specialized Resolution No. 04-NQ/TU dated May 31, 2021 on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years"; at the same time, focusing on reviewing and synchronously promulgating 15 regulations and rules on personnel work, innovating all stages of personnel work in a more scientific, public, democratic and practical direction; creating positive changes in the capacity and sense of responsibility of cadres at all levels.

Resolutely implementing the policy of arranging cadres who are not local and do not hold positions for more than 2 terms, the Standing Committee of the City Party Committee issued Regulation No. 07-QD/TU, reviewing and notifying 199 cases for consideration and conversion of cadre positions. In the first half of the term, the city decided to assign, rotate, transfer, appoint, re-appoint, and introduce candidates for 489 cadres. In addition, the Standing Committee of the City Party Committee issued a pilot project to innovate the recruitment examination for department-level leadership positions; to date, the recruitment examination has been implemented for 7 positions at 3 pilot units; while the government sector has recruited 76 positions at 46 units.

The work of evaluating cadres has many innovations, is systematic, regular and contributes to improving the quality, efficiency of work, and sense of responsibility of cadres, civil servants and public employees in performing their duties. The whole city currently has 175,219 accounts using the evaluation software; the monthly evaluation rate on the software reaches 97.39%.

Tighten discipline

The City Party Committee, the Standing Committee of the City Party Committee and Party committees at all levels regularly pay attention to leading and directing the inspection and supervision work and the activities of the Inspection Committees at all levels; promulgate projects, regulations and procedures on inspection and supervision work, notably Project No. 12-DA/TU dated February 18, 2022 on "Improving the quality of thematic supervision to effectively implement the work of preventing violations".

Notably, the City Party Committee and Party Committees at all levels have innovated the content and methods of inspection and supervision; strengthened inspection and supervision of leadership, direction, and organization of implementation of policies and resolutions; carried out political tasks, responsibilities, and duties of cadres and Party members; directed to strengthen inspection and supervision work in the spirit of "no forbidden areas" and "no exceptions". The City Party Committee's Inspection Committee and Inspection Committees at all levels have inspected 317 Party organizations and 758 Party members when there were signs of violations, concluding that 122 Party organizations (accounting for 38%) and 332 Party members (accounting for 44%) had violated, and had to take disciplinary action against the Party organization and 236 Party members.

The City Party Committee and Party committees at all levels have directed innovation in the content and methods of leadership and direction of mass mobilization work; promoted the role of the mass mobilization system in implementing the key tasks of the City; issued Decision No. 2387-QD/TU, dated January 24, 2022 on "Regulations on mass mobilization work of the city's political system"; directed the promotion of the role of nearly 5,000 mass mobilization groups in villages and residential groups; promoted the spirit of initiative in propaganda and mobilization in the implementation of the Ring Road 4 Project - Capital Region...

In the spirit of improving the quality and effectiveness of internal affairs and judicial reform; promoting the work of preventing and combating corruption and negativity; practicing thrift and combating waste, the Standing Committee and the Standing Committee of the City Party Committee regularly direct the work of grasping the situation to ensure political security and social order and safety in the city. The City Party Committee, the Standing Committee of the City Party Committee, and the steering committees have led and directed the work of advising and handling cases and lawsuits, issued 495 documents of all kinds, urged, monitored, guided and supervised the settlement results of more than 200 cases and lawsuits...

The Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the City Party Committee also received 14,933 petitions and transferred 3,912 petitions to the agencies for settlement. The Secretary of the City Party Committee organized 24 dialogue sessions and received citizens according to Regulation 11-QDi/TU, dated February 18, 2019 of the Politburo. These were pending, prolonged, and complicated cases. Under the direction of the Secretary of the City Party Committee, the cases were thoroughly resolved, creating trust for the people and receiving high consensus from the people.
