The Ministry of Justice announced the appraisal dossier of the draft Law on Cadres and Civil Servants (amended) drafted by the Ministry of Home Affairs.
In the report summarizing international experience in building the Law on Cadres and Civil Servants, the Ministry of Home Affairs made many suggestions for amending Vietnam's Law on Cadres and Civil Servants, including the issue of salary.
The drafting agency said that countries build salary structures for civil servants including: salary, bonus, allowances (travel, residence, region...), no position allowance because salaries are paid according to job position. Salaries are built based on the average level of society and the private sector.
Therefore, the Ministry of Home Affairs believes that to ensure the lives of civil servants, help civil servants feel secure in their work, limit overtime work as well as negativity, Vietnam needs to pay salaries according to job position.
" The basis for salary payment must be calculated on average according to the private sector's payment to workers. Only then can officials and civil servants feel secure in their work and contribute to limiting negative situations, preventing corruption and brain drain ," the Ministry of Home Affairs recommended.
Ministry of Home Affairs cited facts at In China , civil servants' salaries must be paid in full and on time; in addition, they also receive regional allowances, allowances for disadvantaged areas, remote areas, position allowances, housing allowances, and medical allowances. Civil servants who complete their tasks excellently and have the capacity will receive year-end bonuses.
In Japan , the National Human Resources Council studies and develops a salary and bonus plan appropriate to job classification, which may increase or decrease depending on the level of economic development, and submits it to the Parliament and the Cabinet.
Including: standards for salary increase (seniority, difficulty, complexity, efficiency in work); classification of job positions; remuneration for overtime, night work and holidays; allowances for work in special fields, for hazardous jobs; adjustment of salary and bonus levels according to criteria (number of dependents, part-time work, necessary equipment for civil servants' lives with the state paying all or part of the costs and other job positions with special working conditions).
Japan also regulates salary structures including: cost of living, common salary in the private sector and other appropriate conditions. The National Personnel Council builds a salary scale, grade, and level for each type of job position.
In Thailand , the salary structure includes: salary, allowances, bonuses (a bonus is given each year of work completion and is calculated until the time of retirement or resignation of civil servants) and pensions. The position allowances specified in this section are not included in bonuses and pensions. Civil servants with ethics, discipline, performing their duties effectively and achieving good results can be considered for an appropriate salary increase by the supervising civil servant.
In US , provides for a system of performance-based pay and incentive bonuses. Pay increases should be based on performance rather than seniority. Equal pay for work of equal value, with due consideration to national, local, and private sector pay, and incentives and recognition for outstanding performance.
In In France , civil servants after working are entitled to remuneration including: salary; residence allowance; family allowance; bonus and allowances established according to regulations. The right to receive family salary allowance depends on the number of children cared for by the civil servant.
Still at In New Zealand , civil servants can earn an average of as low as NZ$1,333 (about VND20,073,247/month) and as high as NZ$4,191 (about VND63,111,012/month). This is the average salary for civil servants in New Zealand and includes benefits such as housing and transportation. Civil servant salaries are calculated according to work experience level and education level.
