Hanoi: Expanding international creative spaces

This is the content of Plan No. 97/KH-UBND issued by the Hanoi People's Committee on April 11, 2025 on organizing activities to participate in the UNESCO Creative Cities Network in 2025.

Improving the quality of creative spaces

The plan was issued to promote the potential and strengths of the capital in the field of creative design; deploy specific tasks to implement Hanoi's initiatives and commitments when joining the UNESCO Creative Cities Network. Thereby, connecting and promoting cultural, historical and architectural values ​​in the area in the process of urban reconstruction, associated with the development of creative spaces, promoting the capital's cultural industry.

The plan includes many contents such as: Strengthening policies to promote creative activities; promoting communication, advertising and introducing creative activities; organizing activities as a member of the UNESCO Creative Cities Network; organizing the Hanoi Creative Design Festival...

To implement the above contents, Hanoi will develop specific projects, programs and plans to effectively implement preferential policies, investment mechanisms, support public-private partnerships; policies for cultural industrial centers; develop policies and measures to protect and develop the capital's culture and arts; organize conferences, seminars, talks, exchange experiences and propose solutions to effectively implement mechanisms and policies, support businesses to participate and promote creative activities.

One of the notable proposals is to study the establishment of the Hanoi Creativity Support Fund. This fund will support and promote creative activities, implement new ideas and organize the Hanoi Creativity Award.

In the coming time, Hanoi will complete the criteria for connecting creative spaces participating in the Hanoi Creative Space Network, and at the same time integrate the activities of this network into the Center for Coordinating Creative Activities located at the Hanoi Museum.

The city continues to build creative spaces - destinations based on cultural institutions, bringing creative activities into cultural heritage spaces and public spaces suitable for modern infrastructure, aiming to lead the country in the number of creative spaces.

In addition, the city focuses on improving the quality of creative activities at locations such as: Hoan Kiem Lake walking street (Hoan Kiem district), Thien Quang lake and Thong Nhat Park (Hai Ba Trung district), Ngoc Island - Ngu Xa culinary area (Ba Dinh district), Trinh Cong Son street (Tay Ho district), Son Tay ancient citadel (Son Tay town), Bac An Khanh urban area (Hoai Duc district - Sovico Group), new urban area South of Ring Road 3 (Hoang Mai district).

Organizing the Hanoi Creative Design Festival at international level

One of the focuses in the coming time is to position the Hanoi Creative Design Festival beyond the framework of a single event, aiming to become a platform for sustainable interdisciplinary creative connections domestically, regionally and internationally.

This festival will play a role in inspiring, nurturing and forming creative teams; developing a creative ecosystem, promoting the strength of the design industry; creating interdisciplinary creative trends in all fields; being a playground for connecting and exchanging creativity; becoming a typical activity of the City and attracting investment sources.

The city also researched and proposed the Hanoi Creative Design Award at an international level, held every two years to connect domestic and foreign creative teams, promote creative activities, and enhance the value of creative products.

In the plan to implement activities as a member of the UNESCO Creative Cities Network, Hanoi city emphasizes the goal of enhancing international cooperation and connecting with other member cities in the network (UCCN).

Hanoi will coordinate with the Ministry of Culture, Sports and Tourism and the Vietnam National Commission for UNESCO to promote exchanges and experiences, and strengthen cooperation with domestic creative cities such as Hoi An and Da Lat, identify common initiatives, and enhance the image of UCCN in Vietnam in the creative fields: Design, handicrafts - folk arts, music and cuisine. In addition, Hanoi will support and connect with Ho Chi Minh City in the process of building a dossier to join the UNESCO Creative Cities Network in 2025.
