Implementing the Plan for digital transformation, development of digital government, digital economy to 2025, orientation to 2030 of the Provincial People's Committee, Lap Thach district actively invested in technology infrastructure, comprehensively applied digital transformation in the operation of the administrative apparatus, social security activities and economic development. Administrative reform (AR) associated with digital transformation has gradually gone into depth, contributing to improving operational efficiency, receiving satisfaction and trust from the people.
Implementing the direction of the Provincial People's Committee on digital transformation, every year, the People's Committee of Lap Thach district develops a digital transformation plan associated with specific goals, based on the Decision of the Chairman of the Provincial People's Committee assigning targets and tasks on digital transformation.
Currently, the telecommunications infrastructure in the district has been connected to 100% of communes and towns in the district, ensuring stable transmission lines, thereby, 100% of agencies and units carry out work processing in the electronic environment.
The use of electronic official letters, digital signature applications, and the deployment of online public services are widely popularized; the district's electronic information page regularly updates new legal documents, directives, and administrations of the province and district, promptly providing information to serve people and businesses.
In 2023, 100% of directives and internal documents of agencies and units under the People's Committee of Lap Thach district were sent via email and the province's internal document management system. 100% of civil servants and public employees were provided with official email boxes. The percentage of officials regularly using email at work reached more than 80%.
In administrative reform work, the District People's Committee directed specialized departments, offices, and People's Committees of communes and towns to strictly receive and update administrative procedure records on the Public Service Portal (DVC) and the Electronic One-Stop Information System according to regulations; enhance publicity and transparency in implementing the "one-stop" and "one-stop" mechanisms to improve the efficiency and quality of administrative procedure settlement.
In addition, the District People's Committee directed the "one-stop" Department at all levels to promote propaganda and guide people and businesses to submit administrative procedures on the Public Service Portal and the provincial electronic one-stop information system.
According to statistics of Lap Thach District People's Committee, in the first 6 months of 2023, more than 99% of the total number of administrative procedure records of people and businesses were received and resolved at level 3 and level 4 public services; in which, the rate of correct and early resolution reached 99.4%.
In 2023, the District People's Committee implemented electronic certification from district to commune level, creating convenience for people to certify electronic copies to complete administrative procedure records and documents according to regulations.
Regarding digital economic development, the district encourages people and enterprises to promote the application of digital technology in production and business. Currently, a number of key agricultural products in localities in the district have been put on e-commerce platforms and promoted on cyberspace such as fermented fish, red-fleshed dragon fruit, grapefruit, etc.; many households have boldly invested and applied scientific and technological advances in production, helping to improve productivity and product quality.
In the field of social security, Lap Thach District Social Insurance has applied the processes of the ISO 9001:2015 quality management system in its operations; by the end of June 2023, the District Social Insurance had deployed the authentication of the National Population Database for more than 80,000 people (reaching more than 70% of the total number of health insurance participants), of which more than 40,000 people have installed the VssID application to easily look up personal insurance information, access new State policies and use many other convenient features.
In addition, other units such as hospitals, schools, banks, etc. in the district also actively invest in infrastructure, apply technology in operations, helping to improve management quality, operational efficiency, at the same time, shorten time, save costs, and bring many conveniences to people.
To promote the comprehensive digital transformation process, aiming to develop digital government and digital economy according to the set roadmap, Lap Thach district continues to focus on implementing 4 main groups of solutions including promoting propaganda work, guiding people and businesses to exploit online public services, encouraging people to apply digital transformation in all aspects of life; enhancing the responsibility of members of the District Digital Transformation Steering Committee towards assigned units, attaching responsibility to heads of agencies and units in digital transformation work.
Continue to invest in new essential equipment such as computers, printers, scanners, etc. for agencies and units serving digital transformation; strengthen the inspection and evaluation of digital transformation results in the emulation achievements of agencies and units in the district.
