Provincial leaders inspect the implementation of a number of public investment projects.

On August 23, comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the implementation of a number of public investment projects in the area.

The inspection delegation listened to a report on the implementation of the Investment Project to build the DT.482 route connecting National Highway 1A with National Highway 10 and connecting National Highway 10 with National Highway 12B.

Accompanying were comrades in the Provincial Party Standing Committee; leaders of the Provincial People's Council and People's Committee; leaders of a number of relevant departments, branches, and localities, representatives of investors, contractors, and project supervisors.

In Ninh Binh city, the delegation inspected the implementation of the Cha La Bridge Construction Investment Project with a total investment of over 133 billion VND. Currently, the project has basically completed the road section at the intersection with Le Dai Hanh street; construction of bored piles, piers, pillars..., the implementation value reached 18.6 billion VND, reaching 20.4% of the total volume, the disbursement rate reached 44.8% of the capital allocation plan. However, the site clearance work is facing some difficulties because the Dinh Cho area (the main part of Rong market) has not yet been relocated, affecting the project progress.

The delegation also inspected the progress of the Nam Song Van Irrigation Project with a total investment of 600 billion VND. Up to now, the total value of the project has reached 220 billion VND, equivalent to 55.64% of the contract value, the disbursement rate has reached 81.54% of the capital allocation plan. Of which, dredging and embankment to prevent landslides on both banks of the Van River from Van Giang Bridge to Lim Bridge reached 51.07% of the contract value; the Nam City Pumping Station Cluster; Cong Cai Pumping Station; Khanh An 1 Pumping Station... reached 60.12% of the contract value. The project is facing some difficulties and problems related to site clearance for some households living in the locomotive factory area in Thanh Binh Ward.

Next, the Delegation inspected the implementation of the Van River Overpass and Western Van River Access Road Investment Project with a total investment of 340 billion VND. Currently, the site clearance has been completed, the substructure has been completed, the bridge deck has been poured, the architectural arch has been installed, and the remaining items of the concrete bridge are being completed. As for the road section, the hard asphalt concrete layer of the route and the intersections of National Highway 1 and Nguyen Hue Street have been completed, and the road surface and traffic safety system are being prepared for completion before September 2, 2024. The estimated value of construction and installation is 162 billion VND, reaching 86.9% of the total value, the disbursement rate is 84.2% of the capital allocation plan.

For the T21 Road Construction Investment Project (Le Duan Street), phase I has a total investment of over 237 billion VND, and has completed site clearance and basically completed construction with a disbursement rate of 86.4% of the capital allocation plan.

At the Investment Project for the Construction of DT.482 Road connecting National Highway 1A with National Highway 10 and connecting National Highway 10 with National Highway 12B, the Delegation listened to the investor report on the project implementation status. Accordingly, the project has a total investment of 1,475 billion VND. Currently, localities have handed over about 89% of the site, the construction of the project routes are on schedule, some routes such as DT 482 B, D and E have basically completed the asphalt concrete road surface. Some bridges such as Vac River Bridge, Hung Tien Bridge, Co Quang Bridge, Yem River Bridge, Ca Mau Bridge have been completed. Up to this point, the construction value of the project is estimated at 894 billion VND, reaching 78.59% of the total value, the disbursement rate is over 95% of the capital allocation plan.

In Kim Son district, the delegation inspected and assessed the progress of the Phat Diem Urban Infrastructure Improvement Sub-project, Kim Son district, under the Urban Infrastructure Improvement Project to minimize the impact of climate change for 4 coastal provinces of North Central Vietnam. The project has a total investment of over 881 billion VND.

According to the contractor's report, the Phat Diem and Luu Phuong routes are constructing reinforced concrete box culverts and wastewater drainage pipes; the Tan Thanh route is implementing construction of roadbeds, embankments, and canals; the wastewater treatment plant items have been leveled, piled, fenced, factory, administrative building, emergency pond, pumping station, and the construction of the station and pile driving have been completed... Up to this point, the project has completed about 35% of the volume, the disbursement rate has reached about 52% of the capital allocation plan.

Through the inspection of the implementation of public investment projects, the Standing Committee of the Provincial Party Committee and the Working Group highly appreciated the efforts of departments, branches, localities, investors, contractors, and project supervisors who have overcome difficulties to speed up the progress of projects as well as disburse public investment capital to ensure compliance with the set plan. The Standing Committee of the Provincial Party Committee also shared and acknowledged the difficulties, obstacles, and proposals of agencies, units, and localities during the implementation process, especially in site clearance.

At the same time, it is emphasized that these are key strategic projects that the Provincial Party Committee's Standing Committee has focused on directing to accelerate progress during the term to build a synchronous and modern urban transport infrastructure, not only opening up new space, space, opportunities, and motivation for the development and breakthrough of the province and localities, but also creating urban space and landscape, creating architectural highlights as well as developing inner-city tourism, gradually realizing the development perspective of "taking tourism and cultural industry as the spearhead" and Ninh Binh becoming a centrally-run city with the characteristics of a millennium heritage urban area and a creative city.

With such a very important nature and meaning, the Standing Committee of the Provincial Party Committee requested the entire political system to join with investors to focus on leading and directing the removal of difficulties and obstacles, especially in site clearance, reviewing and speeding up the construction progress of projects to ensure quality, technique and aesthetics. In particular, the Phat Diem Urban Infrastructure Improvement Sub-project, Kim Son District is a multi-purpose project to strengthen infrastructure and improve capacity to respond to potential impacts of climate change, while contributing significantly to the completion of infrastructure for the coastal district of Kim Son, towards the future urban area of Phat Diem, so it needs to be focused even more in the coming time.

Through inspection of the implementation of a number of public investment projects in the province, the Standing Committee of the Provincial Party Committee also requested departments, branches, sectors, People's Committees of districts and cities, and investors to identify the disbursement of public investment capital as one of the top important political tasks in order to successfully implement the socio-economic development plan for 2024 as well as the entire term. Therefore, it is necessary to make more efforts to seriously and drastically implement solutions to accelerate the disbursement of public investment capital according to the plan, ensuring effective use, avoiding loss and waste of allocated State budget capital.
