Efforts from foreign affairs
According to the reporter's investigation, in order to promote import and export activities of goods through the area, since the beginning of the year, relevant agencies of Lang Son province and forces at the border gate have organized many meetings, exchanges and talks with the relevant authorities of Guangxi, China to agree on coordination to implement solutions to improve customs clearance capacity, creating conditions for import and export activities of goods, especially agricultural products of Vietnam exported to China.
Speaking to Customs Magazine, Mr. Hoang Khanh Duy, Deputy Head of the Dong Dang - Lang Son Border Gate Economic Zone Management Board, said that, implementing the direction of the Provincial People's Committee, from the beginning of January 2024 to present, the unit has coordinated with the Department of Industry and Trade to organize 2 direct meetings with the equivalent agency of Guangxi (China) to discuss and propose solutions to improve customs clearance capacity.
Through discussions, Lang Son province proposed and the Chinese side agreed to carry out procedures 1 hour earlier, from 7:00 a.m. (previously procedures were from 8:00 a.m.) to 8:00 p.m. every day, thereby helping to increase the number of vehicles that can clear customs during the day. At the same time, it was agreed to carry out customs clearance procedures on Saturday for all border gates (previously, the secondary border gates only worked until Friday) and carry out procedures all day on Sunday for goods cleared through 4 border gates (Huu Nghi international border gate, Dong Dang international railway station, Tan Thanh, Chi Ma).
In addition, the two sides also agreed to increase nearly 20 types of goods, including some agricultural, forestry and aquatic products such as bird's nests, seafood, dried agricultural products... of Vietnam that are allowed to go through border gates of Lang Son province.
With such continuous efforts, from the beginning of January 2024 until now, the average number of vehicles carrying goods per day through the border gates of Lang Son province fluctuates from 1,100 - 1,400 vehicles/day, an increase of about 300 vehicles compared to the same period in 2023.
Since the beginning of 2024, Lang Son Customs Department has focused on a number of solutions to attract enterprises to carry out import-export activities through the province's border gates. Since January 2024, the leaders of Lang Son Customs Department have directed the branches to continue implementing solutions to attract import-export enterprises to operate through the border gates. In particular, in addition to organizing meetings and discussions with import-export enterprises, requesting the branches to promptly remove difficulties and obstacles in handling customs procedures; flexibly handle related customs procedures to shorten the time for procedures and speed up the progress of goods clearance. Customs branches at the border gates have all organized a working group to directly meet with Vietnamese import-export enterprises in a number of provinces and cities nationwide to mobilize enterprises to carry out procedures through the area.
Statistics from Lang Son Customs Department show that in the first two months of the year, 1,252 enterprises participated in import and export activities through the province, of which nearly 800 enterprises declared procedures at customs branches under Lang Son Customs Department, an increase of more than 286 enterprises compared to 2023. Attracting enterprises to participate in import and export activities through Lang Son province has helped the total import and export turnover through the province of all types reach more than 7 billion USD, an increase of nearly 50% over the same period in 2023. Of which, the import and export turnover opened at Lang Son Customs Department reached over 660 million USD, an increase of 42.3% over the same period in 2023.
Flexible with many measures
Deputy Director of Lang Son Customs Department Nguyen Anh Tai shared that in order to continue promoting import and export goods through Lang Son province's border gates, Lang Son Customs is continuing to hold meetings with Chinese Customs to discuss increasing new methods of goods delivery. Specifically, implementing a method for vehicles carrying import and export goods through secondary border gates to be allowed to drive directly to the customs inspection area of the opposite country without having to transfer goods. If this method is implemented, it will help shorten customs clearance time, reduce costs for import and export enterprises, thereby attracting more enterprises to operate import and export through the area.
Not only the efforts of the Customs agency, currently the Department of Industry and Trade, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, Lang Son Border Guard... are also drastically and flexibly implementing measures to promote import and export activities of goods. In particular, units and forces have proactively negotiated with Chinese agencies to restore customs clearance activities of goods through the Binh Nghi - Binh Nghi Quan border gate pair by the end of March 2024.
In particular, in addition to waterways, the two sides are also aiming to promote the opening and clearance of goods at the road opening at Landmark 1035 (belonging to the pair of Binh Nghi - Binh Nghi Quan border gates). Along with that, Lang Son province will focus on implementing projects such as: expanding the dedicated road for transporting goods in the area of landmarks 1119 - 1120 (Huu Nghi international border gate) and expanding the import-export route at some other border gates of the province.
The goal of Lang Son province in 2024 is to bring the total import-export turnover of all types of goods through the area to 50 billion USD or more, of which the turnover of goods registered through Lang Son Customs Department will reach 4.5 billion USD. Believing that with the positive results in import-export activities since the beginning of the year, it will create momentum for a breakthrough in import-export turnover through the area in 2024, Mr. Hoang Khanh Duy expected.
With the clear growth, the State budget collection from import-export activities managed by Lang Son Customs Department reached 766 billion VND, an increase of 42.05% over the same period in 2023 and equal to 15.32% compared to the assigned target. In addition, Lang Son Customs Department also implemented fee collection according to Decision No. 24/2019/QD-UBND dated December 31, 2019 of the People's Committee, reaching 74.8 billion VND.
Preliminary data from Lang Son Customs Department shows that since the beginning of the year, border customs units have received and processed procedures for 24,460 sets of declarations with a turnover of 660,030 million USD, an increase of 42.3% over the same period in 2023. In which, both export and import directions have shown positive growth. Specifically, in the export direction, Lang Son Customs has received and processed procedures for 9,696 sets of declarations with a turnover of 303,407 million USD, an increase of 39.6% over the same period in 2023; in the opposite direction, it has received and processed 14,764 sets of declarations with a turnover of 356,623 million USD, an increase of 44.8% over the same period in 2023. |
