Implementing Conclusion No. 01-KL/TW on continuing to implement Directive No. 05-CT/TW of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; the Standing Committee of the Provincial Party Committee has identified breakthrough contents to focus on leading, directing and organizing implementation, aiming to create a clear change in studying and following the moral example and lifestyle of Ho Chi Minh. At the same time, many specific documents have been issued to lead, direct the organization of studying, thoroughly grasping, propagating and seriously implementing in conjunction with the resolutions, conclusions, directives and regulations of the Central Committee on Party building work among cadres, party members and people.

Party committees and organizations at all levels develop plans, organize research and study of the full-term and 2023 and 2024 topics in conjunction with Resolution 4 of the Central Committee (term XI, XII, Conclusion No. 21-KL/TW, term XIII) in accordance with the actual situation of localities, agencies and units. Research and study of the 2023 and 2024 topics are carried out in many forms such as: Organizing conferences of key cadres, organizing online conferences, integrating with the implementation of directives and resolutions... Along with that, Dien Bien province has made many efforts to innovate, be creative and be proactive in promoting the study and following of Ho Chi Minh's ideology, morality and style. That creativity is demonstrated in clear leadership and direction, closely following the motto: In the Party, do first, cadres and party members are exemplary, pioneering in difficult fields to attract the masses and people to participate in implementation. Closely following the direction of the Central Committee, the Provincial Party Committee has directed party committees at all levels and localities to implement Directive 05-CT/TW with breakthrough solutions, such as identifying outstanding and urgent issues raised by reality to focus on solving, promoting the leading and proactive role of cadres and party members. Many leaders of Party committees, authorities and organizations have been exemplary in taking the lead in studying and following Uncle Ho, working style close to the people, "saying goes hand in hand with doing", proactively dialogue, resolving proposals, recommendations, issues of concern to cadres, Party members, businesses and people. At the same time, agencies and units have included the results of studying and following Uncle Ho in the criteria for evaluating and classifying grassroots Party organizations and Party members at the end of the year. Thereby, contributing to improving the quality of Party cell activities, creating a clear change in awareness of self-cultivation and training, improving revolutionary ethics, fighting against individualism, opportunism and pragmatism, pushing back the degradation of political ideology, ethics and lifestyle.

The study and following of Ho Chi Minh's ideology, morality and lifestyle have been implemented through many movements and specific actions, creating strong social effects and spread. Many good models and creative ways of doing things have actively contributed to solving urgent and outstanding problems. Party committees at all levels have paid attention to directing the discovery, dissemination and replication of good models and effective ways of doing things in implementing the study and following of Ho Chi Minh's ideology, morality and lifestyle. Localities and units have organized many practical and effective campaigns and emulation movements to attract and gather a large number of cadres, party members and people to participate. In 3 years, the whole province has built more than 532 models of studying and following Uncle Ho in areas such as: economic, cultural and social development models, volunteer activity models, etc.

Muong Nhe women implement the model "Turning waste into money".

Typical examples include: Model of “Grassroots Mass Mobilization Group” (Nam Po district); “New-era Muong Thanh Women” (Dien Bien Phu city); “Club for preventing and combating drug-related crimes in Huoi Meo village, Muong Muon commune” (Muong Cha district); “The path of humanity” (Tuan Giao district)… From practice, the models have contributed to spreading widely to each Party cell, agency, unit, residential area, becoming the goal of striving and training for cadres, Party members and people; creating a competitive atmosphere in production and labor, participating in building a clean and strong Party and government.

Learning from Uncle Ho's virtues of diligence, thrift, and "mutual love", the Women's Union of Muong Nhe district has concretized and effectively implemented the scrap collection model "Turning waste into money". To spread the model and attract a large number of female members to participate, the Women's Union has widely deployed the model to each village association and residential group. The unions at all levels have also stepped up propaganda and mobilized rural women to form the habit of collecting and treating waste, maintaining environmental sanitation, and building a green - clean - beautiful landscape. Up to now, the Women's Union of Muong Nhe has established 22 "Turning waste into money" models in 9/11 communes; the money collected has been used by the women's unions to visit and give gifts to members, women, and poor students in difficult circumstances; organize cultural, artistic, physical education and sports exchange activities, and promote women's movements in villages and hamlets.

Mr. Cho and his family voluntarily donated 500m2 of land to build a concrete road. Mr. Cho happily shared: “In the village, there are many families who have voluntarily donated land to build a concrete road, not just me. Having a convenient road will help the economy develop, people can easily exchange and trade goods, and children can go to school more conveniently”.

It can be affirmed that studying and following Uncle Ho through specific and practical actions in the province has created a positive change in the awareness and responsibility of Party committees, Party organizations, agencies and units, contributing to strengthening people's trust in the Party and the government, promoting the strength of the great national unity bloc. This is an important foundation for Dien Bien province to successfully carry out the task of socio-economic development, ensuring national defense and security, and building the homeland to develop more and more.
