For the first time, the Department of Education and Training of Phu Nhuan District (HCMC) organized a conference to meet and dialogue with parents of students in the 2023-2024 school year on October 14.

Focus on proposing infrastructure improvements

During the dialogue, many parents of preschool, primary and secondary school students shared their opinions about school and classroom facilities and their wishes for renovating, upgrading and repairing schools and classrooms, and equipment to better support their children's learning at school.

Ms. Nguyen Thi Huong, representative of parents of Son Ca 3 Kindergarten, shared that the school's facilities are currently degraded, and the school's parent representative board really wants to join the school in renovating the facilities and equipment, improving the quality of education, nurturing and caring for children. However, according to this parent, when the parent representative board shared this issue, the school said that this year due to some regulations, the school stopped receiving sponsorship for school renovation and construction.

Similarly, Ms. Thai Thuy Anh, a parent of a student in class 6/1 at Dao Duy Anh Secondary School, said that parents want to equip the classroom with televisions and air conditioners. She requested the Department of Education and Training to soon approve the plan so that parents can promptly support the equipment for students.

In this dialogue, the Department of Education and Training of Phu Nhuan District counted a total of 11 opinions, mainly referring to contents such as proposals to renovate facilities, activities of the parent-teacher representative board, and remuneration for teachers...

Parental supervision is necessary for schools.

During the dialogue, Ms. Le Thi Binh, Head of the Department of Education and Training of Phu Nhuan District, Ho Chi Minh City, suggested that parents should frankly share with teachers the difficulties of their children to agree on educational measures. At the same time, in response to opinions on educational activities, schools need to promptly reflect with homeroom teachers and the school board to sit down and resolve them together because parental supervision of school educational activities is extremely necessary and important.

Obstacles that prevent new schools from being built

Following the opinions of parents, Mr. Nguyen Le Minh, Head of the Financial Planning Department of Phu Nhuan District, said that investing in upgrading school facilities is the top concern of the district. Parents' concerns about school facilities are legitimate concerns. This is also the immediate priority of the district's leaders.

Mr. Minh emphasized that in the medium-term public investment plan for the period 2021-2025, the district proposed to use all capital from the city budget, ensuring minor repairs. The entire district has proposed 34 projects that have been approved by the Ho Chi Minh City People's Council. Of these, 10 projects are related to the construction, upgrading and renovation of schools (6 new construction projects, 4 repair and upgrade projects) with a capital of about 1,000 billion VND.

Specifically, the 6 new construction projects include: Doc Lap Primary School, Trung Nhat Primary School, Le Dinh Chinh Primary School, Son Ca 3 Kindergarten and 2 facilities of Son Ca 9 Kindergarten. However, there is currently a problem that prevents new schools from being built.

The leader of the Financial Planning Department of Phu Nhuan District said that Doc Lap Primary School, built in 1967, is now degraded. The district has a plan to rebuild it with a total investment of 114 billion VND. However, according to Circular 13 of the Ministry of Education and Training, the minimum standard is 8 ^m2 /student and with the current area of ​​3,174 ^m2 , it is only equivalent to 396 students, while the school currently has 1,200 students. So, when the new school is built, where will 2/3 of the students go? This is the difficulty they are facing.

Therefore, Mr. Minh said, the district has discussed with the leaders of the Department of Education and Training of Ho Chi Minh City, basically agreeing to cancel the project to build a new Doc Lap Primary School, switching to repair. The same goes for Trung Nhat Primary School or other new construction projects.

Parental sponsorship must be done in accordance with regulations.

Regarding proposals related to funding and equipping schools, Ms. Le Thi Binh, Head of the Department of Education and Training of Phu Nhuan District, pointed out that according to Article 11, Circular 16 of the Ministry of Education and Training, on funding educational institutions, the Department of Education and Training is responsible for approving the funding plans of preschool, primary and secondary schools, ensuring the implementation of the school year. According to this regulation, if schools have a funding plan and implement it in accordance with regulations, the school will coordinate with the parents' representative committee to develop a plan and send it to the Department of Education for consideration and approval.

However, Ms. Binh emphasized: "A spacious, clean school, in addition to the state budget, certainly needs social funding. Therefore, the cooperation and support of parents is extremely important, helping the school organize more activities, good facilities... However, when parents sponsor, it must be done in accordance with regulations."
