According to the report of the Hanoi City Labor Federation (HLF), the unit is directly managing and directing the activities of 45 grassroots trade unions and 24 affiliated grassroots trade unions with more than 800,000 union members. Of which, the business sector has 6,457 grassroots trade unions with 515,757 union members. This is a large force with increasingly developing capacity and qualifications, and increasingly demanding representation and protection work. Therefore, in order to improve the quality of dialogue, negotiation and signing of collective labor agreements during the negotiation process, the Hanoi City Trade Union at all levels has had many positive solutions to protect the rights of workers.

Mr. Nguyen Dinh Thang - Chairman of the Hanoi Industrial and Export Processing Zones Trade Union said that the collective labor agreement in the grassroots trade unions of the Hanoi Industrial and Export Processing Zones Trade Union has content on wages reaching only about 42%, mainly focusing on negotiating minimum wages, probationary wages, and salary increases. There are many reasons leading to this situation. In which, the main reason is that most grassroots trade union officials only understand the principles of salary calculation, but do not grasp the financial situation of the enterprise, do not understand the details and specifics of salary calculation, product unit prices, labor norms, so salary negotiation is not effective. From this reality, the Hanoi Industrial and Export Processing Zones Trade Union has guided grassroots trade unions, shared experiences of units that have signed collective labor agreements in general and units that have signed collective labor agreements with more favorable provisions on wages, bonuses, working hours, rest hours, etc. to replicate typical examples through Zalo, Facebook.

Also from the experience of the direct superior union, Chairman of the Long Bien District Labor Federation Nguyen Truong Giang said that improving the quality of negotiation, bargaining and signing of collective labor agreements is an extremely important issue, not only to protect the rights of employees but also to build a harmonious, stable and sustainable labor relationship between employees and employers, so the results are very great. However, in reality, according to Mr. Giang, the negotiation and signing of collective labor agreements have not really received attention and importance from employers and employees, and some signings are still formal. "This is also the reason why labor relations in enterprises are not really stable and the rights of employees are not guaranteed, especially related to wages, bonuses, and welfare policies..." - Mr. Giang shared.

Based on the above reality, in order to improve the effectiveness of negotiation, bargaining and signing of collective labor agreements at enterprises, in recent times, the Long Bien District Labor Federation has implemented a number of solutions to support grassroots unions. Priority is given to strengthening propaganda work, raising awareness of Party committees, authorities, employers and employees about collective labor agreements. Along with that is enhancing the role and responsibility of district Labor Federation officials in urging and guiding the negotiation, bargaining and signing of collective labor agreements in conjunction with monthly emulation assessments and annual classification of cadres, civil servants and public employees.

Also offering solutions to improve the effectiveness of dialogue, negotiation and signing of collective labor agreements in non-state enterprises, Chairwoman of Cau Giay District Labor Federation Nguyen Thi Thu Ha said that in the current situation, in order to retain employees, collective labor agreements play a very important role in the relationship between employees and employers in enterprises. Therefore, from the beginning of the year, the District Labor Federation proactively reviewed the list of units that have not yet established collective labor agreements, and units whose collective labor agreements are about to expire and need to re-sign. After that, the District Labor Federation issued an official dispatch urging each unit on the reviewed list.

Assessing the effectiveness of dialogue, negotiation and signing of collective labor agreements, Chairman of the Hanoi Labor Confederation Pham Quang Thanh said that in recent times, with the drastic participation of all levels of the Capital's Labor Union, the dialogue and collective bargaining work of the Trade Union organization has achieved many outstanding results. Negotiation and signing of collective labor agreements, especially in non-state enterprises, has been focused on and has many innovations with 81.75% of enterprises with grassroots Trade Unions signing collective labor agreements, higher than the national average.

“In the context of intertwined opportunities and challenges for Trade Union activities in the coming time, dialogue and collective bargaining activities need to be properly identified in terms of position and importance and must become the top priority activities of the Trade Union organization, contributing significantly to attracting a large number of workers to join the Vietnam Trade Union, building a strong and comprehensive Vietnam Trade Union,” said Mr. Thanh.
