On the afternoon of March 24, Prime Minister Pham Minh Chinh had a meeting and dialogue with young people with the theme 'Vietnamese youth pioneering the development of science and technology, innovation and national digital transformation'.

The Prime Minister's dialogue with young people had the theme "Vietnamese youth pioneering the development of science and technology, innovation and national digital transformation" on the occasion of the 94th anniversary of the founding of the Ho Chi Minh Communist Youth Union on March 26.
Also attending the dialogue were General Luong Tam Quang, Politburo member, Minister of Public Security; Chairman of the National Assembly's Committee for Culture and Social Affairs Nguyen Dac Vinh; Minister of Industry and Trade Nguyen Hong Dien; Minister of Education and Training Nguyen Kim Son; Minister of Health Dao Hong Lan; First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, Chairman of the National Committee on Vietnamese Youth Bui Quang Huy; and 300 youth delegates, representing more than 20 million young people nationwide.
Prime Minister Pham Minh Chinh said the Government has brought a “strong team” to this dialogue. On the occasion of Youth Month 2025 and the 94th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2025), he sent his best wishes to the youth for good health, happiness and more success.

Creating a "wave" of entrepreneurship among young people
Mr. Bui The Quyen, Chairman of the Digital Trade Promotion Club (EPC), expressed his wish that the Prime Minister would share the Government's solutions so that the number of Vietnamese enterprises meeting the criteria of Science and Technology Enterprises and the number of innovative startups would double compared to 2020 as set out in the strategy for science, technology and innovation development.
Regarding solutions to promote the rapid growth of innovative startups, science and technology, and digital transformation, Deputy Minister of Finance Tran Quoc Phuong said that Vietnam can rapidly increase innovative businesses, in which the core is the participation of young people.
To carry out the above tasks, Mr. Phuong said the Government focuses on perfecting institutions, considering this a "breakthrough of breakthroughs", and strongly perfecting many laws and decrees.
Perfecting the institutions for innovative enterprises will be liberating and encouraging. Next is the solution of infrastructure, especially information technology, science and technology and digital transformation.
Infrastructure breakthroughs are now extremely important, not only hard infrastructure but also soft infrastructure. Infrastructure investment will be through many channels, with state capital being the main source, expanding research on new investment methods, public-private partnerships such as public investment in private management, private investment in public management.
Especially human resource solutions, especially high-quality human resources with three pillars: attracting talents, those who have become famous abroad; domestic training at universities; training in combination with businesses.
Along with that is to encourage innovation in the business sector, increase investment resources for businesses and young people to start businesses, participate in this process as incubators, innovation centers, create output for startups, prioritize market participation and more effective commercialization.
Talent retention policy
Mr. Dao Anh Tuan, Secretary of the Ho Chi Minh National Academy of Politics Youth Union, suggested that the Government share Vietnam's solutions and roadmap to bring all activities of agencies in the political system to the digital environment, ensuring connectivity, synchronization, and state secrets. Especially, specific policies to attract, recruit, and retain human resources in science, technology, and digital transformation to work in agencies of the political system.
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said that innovation and digital transformation are taking place in the world, without borders and are spreading to every corner of each country. The problem is how each country and people seize the opportunity and apply it to develop the country.
In fact, after traveling to many countries, Mr. Son said that many young Vietnamese people abroad and young overseas intellectuals have shown the great potential of the young generation to contribute to the 4.0 revolution.
He affirmed that the Ministry of Foreign Affairs considers science and technology diplomacy as the core, with three main achievements. That is the desire for young people to build a global partnership network when Vietnam elevates relations with important partnerships, focusing on innovation, science and technology as the highlight, and new space for development.
Through working with many large corporations such as Nvidia, many leaders believe that Vietnam has potential and resources in the semiconductor and artificial intelligence industries. Therefore, building, developing and retaining talent in Vietnam is very important for development. On that basis, Mr. Son hopes that young people will broaden their vision to invest in science and technology and innovation.
Deputy Minister of Home Affairs Nguyen Thi Ha said the dialogue program on the occasion of Youth Month is a very meaningful opportunity for the Government and the Prime Minister to listen to the thoughts and aspirations of young people in studying, starting a business and their aspirations to master science and technology to develop the country.
At the same time, it demonstrates the affection, responsibility and deep concern of the Party, State and the Prime Minister personally towards the youth, aiming to further promote the spirit of vanguard and volunteerism of the youth in the cause of building and defending the Fatherland.
