On the morning of August 30, the Provincial People's Committee held a conference to review the work of forest management, protection and development in the first 7 months of 2023 and deploy key tasks for the last months of 2023. In the first 7 months of the year, the Provincial People's Committee has proactively directed all levels and functional sectors to resolutely and synchronously implement solutions on forest management and protection; strengthen inspection and supervision of state management of forests and forestry land for district and commune People's Committees and forest management entities. Currently, the forested land area in Dak Lak is 497,018 ha (413,845 ha of natural forest, 83,173 ha of planted forest); the non-forested land area is 239,689 ha; the forest cover rate is 38.03% (down 0.32% compared to the same period last year). Concentrated afforestation work in the province has so far been carried out on over 1,098 ha, reaching 58.6% of the plan; scattered tree planting is 65,755 trees, reaching 32.9% of the plan.

Forest management and protection have been strengthened with more effective prevention and control measures, and many violations have been detected and handled promptly. Accordingly, 604 violations were detected, down 169 cases compared to the same period in 2022; 532 cases were handled (including cases carried over from 2022), with a total amount paid to the budget of 536 million VND...

At the conference, delegates said that although the situation of illegal deforestation, exploitation, transportation and storage of forest products in the province has decreased compared to 2022, it is still complicated. In particular, the situation of illegal deforestation in Krong Bong, Cu M'gar, Ea Sup districts; illegal logging in M'Drak district is prominent. Although many preventive measures have been implemented, in the first 7 months of the year, the authorities have drawn up records to handle 442 cases of illegal deforestation, with a damaged forest area of 152 hectares. In addition, many areas of forest and forest land have been illegally cut down, encroached upon, and encroached upon, but have not been cleared, recovered to restore the forest or arranged for use according to planning and plans. The reason is that most people lack land for production, the violators are often poor households, and their lives are still difficult...

In addition, the support policy for those assigned to protect forests is not commensurate, causing workers to change jobs, quit their jobs or take on other jobs, affecting forest protection work; the management of agricultural and forestry projects that lease land and forests by the district People's Committee still has many limitations, leading to a situation where many projects are loosely managed, causing forest areas to decrease and large amounts of land to be encroached upon.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Thien Van emphasized: Currently, Dak Lak still has 5/9 targets on forest management, protection and development that have not met the set plan. Therefore, in the coming time, all levels and sectors, based on their functions and tasks, will synchronously and effectively deploy solutions for forest management, protection and development; strictly implement solutions to strengthen forest protection and restore natural forests that have been degraded in recent years in the province. The Department of Agriculture and Rural Development will coordinate with relevant departments and sectors to advise on re-evaluating the operations and effectiveness of agricultural and forestry companies; review the area of forest and forestry land that has not been assigned or leased, currently temporarily assigned to the People's Committees at the commune level for management to organize planning and complete the dossier for forest allocation and lease in 2023; strengthen the management of land areas recovered from agricultural and forestry farms and transferred to local management.
