On the morning of October 9, the Ministry of Agriculture and Rural Development held a conference to announce the Decision approving the National Forestry Planning for the period 2021 - 2030, with a vision to 2050. Minister Le Minh Hoan chaired the conference.

Exports reach 25 billion USD by 2030

The national forestry planning for the period 2021 - 2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 895 dated August 24, 2024.

According to Mr. Tran Quang Bao - Director of the Forestry Department, the plan sets goals to ensure a stable national forest cover rate of 42 - 43%, focusing on improving forest quality, especially existing natural forests.

The average growth rate of forestry production value is 5.0 - 5.5%/year. The export value of wooden furniture and forestry products reaches 20 billion USD in 2025 and 25 billion USD in 2030; the domestic consumption value of wooden furniture and forestry products reaches 5 billion USD (converted) in 2025 and 6 billion USD (converted) in 2030.

By 2025, the income value from production forests per unit area will increase by 1.5 times, and by 2030 it will increase by 2 times compared to 2020; the forest area certified for sustainable forest management will reach about 500,000 hectares and will reach about 1 million hectares by 2030.

By 2030, 100% of forest areas of forest owners are sustainably managed to improve the efficiency of conserving biodiversity and natural resources, ensure the protective function of forests, and minimize violations of forestry laws.

By 2050, develop the forestry sector into an economic and technical sector, promoting the potential and advantages of tropical forest resources; applying modern and environmentally friendly technology; creating many products and services with high added value, proactively participating in the global value supply chain; increasingly contributing to the sustainable development of the country; contributing to improving livelihoods, developing a green economy, a circular economy associated with preserving and promoting traditional cultural identities and living spaces of ethnic minorities; ensuring the maintenance of national defense and security...

According to the national forestry planning orientation to 2030 on forest development: Promote scientific research, select and create new varieties with high productivity and quality, fast-growing native tree varieties with productivity and quality to serve the development of production forests and large timber forests. Ensure an average supply of 575 million trees/year.

Processing and trading of wood and forest products: Prioritize the use of modern, automated and specialized equipment.

Encourage the development of technology to create high quality products with high added value. Develop high quality human resources through innovation of training program content, linking training with practice; training based on orders and business needs.

The Minister said that sometimes he had to "think backwards", asking why people brought ginseng from high mountains to plant at the foot of mountains or plains and still had high efficiency, while we compete to bring ginseng to plant on high mountains, at this time we have lost the space for science, technology and innovation.

During his working trip to Finland, the Minister said he visited a forest. What surprised him was that people were selling salt in the forest. To increase the value of the salt, people added herbs to the salt. The Minister emphasized the multi-dimensional approach to exploiting the value of the forest. According to the Minister, "planning thinking" is not only about allocating area and classifying forests, but also about "management thinking" to attract more resources. "From forestry planning, we must integrate multiple values ​​in forest economic development. When developing forests sustainably and with many values, there will be resources to reinvest in conservation and develop livelihoods for people...", Minister Le Minh Hoan suggested.

The Minister said he was very concerned when he saw that foreign tourists after visiting the forest on the island had no souvenirs to buy. “Do we need more ingenuity and new thinking to have products that can exploit the value beyond forest products?”, the Minister suggested.

Minister Le Minh Hoan said that if we continue to focus on exploitation, the value of forest products will soon be exhausted, the story will be like that of aquatic products under the sea. “We have to step back to look at the forest, attaching the value structure from many angles. When the value space is expanded, everyone will benefit, there will be no more conflicts and we will find ways to protect and develop the forest...”, the Minister emphasized.

From the "framework" of the Forestry Planning, Minister Le Minh Hoan frankly stated that the value of the forest must be 10, 100 times higher to be worthy of the two words "golden forest" and "to do that, it is necessary to "breathe" soul, put stories into forest products to increase value".

The national forestry planning for the period 2021 - 2030, with a vision to 2050, is one of four national sectoral plans organized by the Ministry of Agriculture and Rural Development, along with the Planning for natural disaster prevention and control and irrigation; Planning for the system of fishing ports and storm shelters for fishing vessels; Planning for the protection and exploitation of aquatic resources for the period 2021 - 2030, with a vision to 2050.

According to the Plan, the total capital requirement for implementation is 217,305 billion VND, of which the 2021-2025 period is about 107,000 billion, accounting for nearly 50% of the total capital requirement.
