On October 9, the Ministry of Agriculture and Rural Development held a conference to announce the Decision approving the National Forestry Planning for the 2021-2030 period, with a vision to 2050.
According to Mr. Tran Quang Bao, Director of the Department of Forestry (Ministry of Agriculture and Rural Development), the national forestry planning for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister in Decision No. 895/QD-TTg dated August 24, 2024. The planning subjects are forestry land including forested land, non-forested land planned for forest development, forestry infrastructure works such as: nursery systems, forest product transportation roads, works serving forest protection such as forest protection stations, guard towers, firebreaks.
The general objective is to develop the forestry sector into an economic and technical sector based on the establishment, management, protection, development and sustainable use of forest resources and forestry land; ensuring the broad and equal participation of organizations and individuals in forestry activities. At the same time, mobilizing social resources, maximizing the potential, role and value of forests for sustainable development; increasingly contributing to the process of socio-economic development, environmental protection, conservation of natural resources, biodiversity and response to climate change.
The specific objective of the planning is to ensure a stable national forest coverage rate of 42% to 43%, focusing on improving forest quality, especially existing natural forests. The average growth rate of forestry production value is 5.0% to 5.5%/year. The export value of wood and forest products is expected to reach 20 billion USD by 2025 and 25 billion USD by 2030.
By 2025, the income value from planted production forests per unit area will increase by 1.5 times, and by 2030 it will increase by 2 times compared to 2020. Income from forest environmental services will increase by an average of 5% per year. In the period 2021-2025, the revenue will be about 3,500 billion VND/year, in the period 2026-2030, the revenue will be about 4,000 billion VND/year.
The plan also clearly states 7 groups of solutions and 9 areas in which the State prioritizes investment support, namely transfer of high technology, advanced technology, and new technology in forestry production; development of sustainable forest management plans and certification of production forests; production of high-quality forest tree varieties...
During the planning process, the Ministry of Agriculture and Rural Development chaired the organization of workshops and conferences to solicit comments; sent planning documents to ministries, branches, relevant agencies and provinces and cities for comments; posted planning documents on the Electronic Information Portal to solicit public comments; passed the Appraisal Council twice; submitted to the Chairman of the Council for consideration, issued the Planning Appraisal Report and submitted to the Prime Minister for consideration and approval.
According to Mr. Tran Quang Bao, the promulgation of the National Forestry Planning for the period 2021-2030, with a vision to 2050, contributes to the implementation of the Law on Planning, the Law on Forestry and concretizes the Vietnam Forestry Development Strategy for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, while contributing to the successful implementation of sustainable development goals according to the Resolution of the 13th National Congress of the Party.
Speaking at the conference, Minister of Agriculture and Rural Development Le Minh Hoan said that forestry planning is one of the four plans of the agricultural sector. Planning is not about allocating area or forest types, but about management to attract investment in forests. Through that, investors can see the potential of the locality to participate in development. Planning is the driving force to attract investors.
Minister Le Minh Hoan suggested that provinces and cities review forestry planning to integrate it into local socio-economic development planning in conjunction with mechanisms and policies. Localities need to promote the multi-value of forestry, thereby creating livelihoods and reducing forest encroachment.
