Implementing the National Target Program (NTP) on sustainable poverty reduction for the period 2021-2025, the Party Committee and the government of Ha Giap commune (Phu Ninh district) have resolutely deployed many solutions, mobilized all resources to effectively implement poverty reduction programs and projects, and promoted the internal strength of the people. Thanks to that, the material and spiritual life of the people has been constantly improved; the rate of poor households has decreased beyond the annual target, and the appearance of the new countryside has become increasingly prosperous.
About 10km from the center of Phu Ninh district, Ha Giap commune currently has 1,199 households and 4,850 people distributed in 9 administrative areas. As a purely agricultural commune, people's lives are still difficult. In recent years, fully aware of the importance of sustainable poverty reduction, Ha Giap has mobilized the entire political system to participate in disseminating the Party and State's policies and laws on poverty reduction to the people.
From the resources supported by the State, many poverty reduction contents, programs and projects have been implemented synchronously throughout the commune such as: Extensive communication about the purpose, meaning and poverty reduction policies to all classes of people, especially the poor, to arouse the will to self-reliantly rise out of poverty; guide and support people to access poverty reduction livelihood projects; coordinate with vocational training institutions to open vocational training classes, transfer short-term agricultural science and technology advances to people; promote production development in the direction of linking with product consumption, building OCOP products;...
Ms. Vu Thi Xuan - Zone 5, Ha Giap Commune shared: “As a near-poor household, living conditions are still difficult. In 2023, the Commune Farmers' Association promoted and mobilized me to participate in the livelihood support project (Project 2 - National Target Program on Sustainable Poverty Reduction for the period 2021-2025) for poor and near-poor households; I boldly registered with the commune and received support for 1 breeding cow. In addition, I also participated in two training courses on breeding cows organized by the commune. I am very excited. With the practical support of poverty reduction policies, I will try to take good care of the cows to create a stable source of income and escape poverty."
To effectively reduce poverty, Ha Giap commune also focuses on screening and reviewing poor and near-poor households, analyzing the causes of poverty to propose specific solutions for each household. In particular, guiding and supporting people to access preferential credit loan programs to develop production and vocational training for rural workers are two important solutions that the locality is focusing on implementing.
Currently, the total outstanding debt of the mass organizations of Ha Giap commune has been entrusted with the Transaction Office of the District Social Policy Bank for more than 16.6 billion VND for more than 400 households to borrow (including 112 households that are poor, near-poor, and have just escaped poverty with a total outstanding debt of over 5 billion VND). On average, each year, the commune coordinates with related units to organize 2-3 training courses on agricultural science and technology transfer and short-term vocational training with a scale of 30-35 students, creating conditions for people to improve their knowledge and skills to choose suitable occupations and increase their income. The whole commune currently has 152 production, business, and service establishments, annually creating jobs for more than 300 local workers.
With many practical, effective and synchronous solutions, up to now, the total cultivated area of the commune has reached 542.4 hectares; the output of grain crops is estimated at 2,480 tons; the number of livestock and poultry has remained stable at more than 68,000 heads. Trade and service activities have been focused on expanding. The average income per capita of the commune has reached 52 million VND/year; the rate of poor households has decreased to 1.17%; the rate of near-poor households has decreased to 2%.
Comrade Nguyen Khanh Quang - Vice Chairman of Ha Giap Commune People's Committee said: In the coming time, the locality will continue to strengthen propaganda and mobilization to raise people's awareness and responsibility in implementing poverty reduction tasks, so that people can clearly see their roles and responsibilities; promote the tradition of solidarity, arouse the will to be self-reliant and proactive in escaping poverty, not relying on the support and assistance of the State and society. At the same time, the commune will continue to research and deploy more sustainable poverty reduction solutions, use capital from programs and projects to support people, replicate economic models suitable to the potential and advantages of the locality, especially livestock models on a household scale, promote production in the direction of linking closely with product consumption, build OCOP products; focus on synchronizing infrastructure, rural transport;... creating favorable conditions for people to develop the economy, stabilize their lives and escape poverty sustainably.
