Aiming to build Vinh Phuc into one of the richest and most prosperous provinces in the North of our country as instructed by beloved Uncle Ho, contributing to the common development of the region and joining the whole country in entering the era of national development, the province has focused on the management, exploitation, use and promotion of economic resources, which have been and are continuing to be concretized through practical programs, plans and projects.

Improving the efficiency of management, exploitation, use and promotion of resources is identified by the Provincial Party Committee as an urgent requirement to overcome the existing shortcomings, limitations and internal weaknesses of the economy that have been pointed out when development is not sustainable, heavily dependent on external factors, the number of human resources is large but the quality is not high, the exploitation and use of resources are not effective... from which there are solutions to promote the socio-economic development of the province to achieve the set goals.

In recent years, the world context has had many complex fluctuations in politics, economics, the Covid-19 pandemic and global climate change... which have had and are having a great impact on the province's economic growth.

To adapt to the situation, Vinh Phuc has issued a Project on economic restructuring associated with innovation of the province's growth model for the period 2021 - 2030 with specific goals and tasks, organized and implemented through plans, programs and projects.

As a result, in the period of 2019 - 2023, the province's economic growth reached an average of 6.1%/year, putting the province's economic scale and GRDP value per capita in the group of 15 highest provinces and cities in the country.

In the first quarter of 2025, with the effective implementation of solutions and step-by-step support for businesses to overcome difficulties, the province's GRDP is estimated to increase by 8.75% over the same period in 2024 and is the highest increase in the period 2020 - 2025.

The economic structure of the province continues to shift towards increasing the proportion of the industrial - construction and service sectors and reducing the proportion of the agricultural, forestry and fishery sectors. Within the sectors, economic sectors, regions and key products have been and are continuing to be restructured towards promoting comparative advantages, competitiveness and high added value, in which the processing and manufacturing industry, electronics industry, high technology, supporting industries for automobile and motorbike production, electronics, information technology, etc. are the industries that are focused on production.

Economic sectors are always concerned with fair and equal development, ensuring the sustainability of the economy. The capacity for autonomy and innovation of enterprises in the province has gradually been improved. The province has basically completed the work of arranging and innovating state-owned enterprises according to the overall plan approved by the Prime Minister.

Vinh Phuc is the leading locality in the country in issuing specific policies for the development of private enterprises through Resolution No. 04 of the Provincial Party Committee. Since then, many support policies have been issued such as tax exemption and reduction, land access, site clearance, human resource training, trade promotion, technological innovation, etc., creating favorable conditions for enterprises to develop.

Up to now, the whole province has more than 17 thousand registered enterprises, attracting nearly 1,350 investment projects, especially more than 480 FDI projects with a total investment capital of more than 8.4 billion USD from 20 countries and territories, which have been and are contributing mainly to growth, budget revenue, job creation, increased labor productivity, and expansion of foreign relations of the province...

Research and application of science and technology continue to be maintained, gradually proactively seizing opportunities, making the most of the achievements of the 4th industrial revolution. 100% of agencies and units in the 3-level political system have been equipped with computers, LAN, and connection to the Government's specialized data network. Digital services such as e-commerce platforms, cashless payments, etc. have been widely deployed.

Annually, in accordance with the Central Government's requirements, the province always conducts a full and substantial inventory and assessment of economic resources as a basis for developing provincial planning in the following periods.

Although the province's state management human resources have received attention, there is still a lack of leading experts and good officials and civil servants in some key management areas. Mobilizing resources from land and mineral resources for socio-economic development is not really effective. The financial market, science and technology, and high-quality labor market still have many limitations, failing to meet the requirements of innovation...

The difficulties and challenges that have affected the process of mobilizing and using resources for socio-economic development of the province in the coming time are forecast to be very large when the competitive pressure from other localities with similar conditions is increasing; natural disasters, climate change, environment, and epidemics are very unpredictable...

Accordingly, some key tasks and solutions proposed by the province are: Innovating thinking in building mechanisms and policies in the direction of "Both strict management and development creation"; maximally reforming administrative procedures, thoroughly decentralizing and delegating power associated with a strong shift from "pre-inspection" to "post-inspection", ensuring transparency and long-term vision.

Effectively streamline and improve the effectiveness and efficiency of the management apparatus at all levels. Continue to innovate the work of building, managing and organizing the implementation of planning; effectively deploy national, regional, provincial, sectoral and field planning; use planning as the main tool to mobilize and allocate resources effectively according to market signals.

Continue to review and thoroughly resolve issues such as “suspended planning”, projects with procedural problems, unused public land, disputed assets, and pending cases and incidents that lead to slow use of resources and waste.
