Provincial leaders periodically receive citizens

Implementing regulations on receiving citizens, direct dialogue and handling citizens' reflections and recommendations, on the morning of April 15, comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the regular citizen reception conference in April 2025.

At the meeting, the provincial leaders and the Provincial Citizen Reception Council received and directed the resolution of a number of specific cases. Regarding the case of Mr. Pham Thanh Tuyn, residing in Bai Chay Ward, Ha Long City, complaining about the issuance of a supplementary Land Use Right Certificate for an area of ^58m2 in addition to the area of ^75m2 previously granted a Land Use Right Certificate by the Ha Long City People's Committee.

In directing the settlement of this case, comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested relevant departments and branches to review the content of the case, especially the process of determining the origin of land use for the area that Mr. Pham Thanh Tuyn is requesting to be granted a Land Use Rights Certificate. At the same time, compare it with the settlement of similar cases in the area to have a plan to completely resolve the case. The comrades also hope that citizens will continue to closely coordinate with the authorities to clarify related issues, ensuring the settlement of the case in accordance with the provisions of law.

Mr. Pham Thanh Tuyn, Bai Chay ward (Ha Long city) complained about the issuance of additional Land Use Rights Certificate for an area of 58 square meters.

Listening to the report and direction on resolving the case of some households in Group 8, Zone 5, Ha Lam Ward (Ha Long City) complaining about not being arranged for resettlement when implementing the site clearance for the road project along the drainage ditch from Nuoc Man Bridge, Ha Lam Ward to K67 Bridge, Ha Khanh Ward. The provincial leaders emphasized that this is a case that has lasted for 4 years, directly affecting people's lives; requesting that in April 2025, Ha Long City People's Committee must completely resolve the case, creating conditions for people to soon stabilize their lives.

Directing the work of receiving citizens, handling complaints and denunciations in the coming time, comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, requested the Provincial Citizen Reception Committee and related departments, branches and localities to carefully review each case; on that basis, propose specific plans to ensure timely resolution of citizens' recommendations and complaints.

The Chairman of the Provincial People's Committee also emphasized that the general guiding viewpoint is to absolutely not let the process of resolving previous cases that were not in accordance with regulations and did not ensure citizens' rights affect the viewpoint and method of resolution at the present time, leading to people continuing to complain and petition. At the same time, the process of arranging the apparatus organization must not affect the activities of receiving citizens, resolving complaints and denunciations, especially cases directly related to people's lives.
