Since 2015, the province has issued many resolutions, plans and decisions to support agricultural production such as policies and mechanisms to support the restructuring of Vinh Phuc's agricultural sector in the period of 2016-2020; support for quality rice varieties for rice growers in Vinh Phuc province, period 2016-2020; 2020-2025; policies to support linkage in production and consumption of agricultural products in the province; support for restructuring the agricultural sector, increasing income for farmers in Vinh Phuc province in the period 2021-2025... Thereby creating momentum for the development of commodity agricultural production, increasing value stably and sustainably.
In the 2020-2024 period alone, the province has spent more than 207 billion VND to support the distribution of more than 3,411 tons of rice seeds of various types to serve more than 68.2 thousand hectares of cultivation, including BC15, TBR225, ADI28, ADI168, DQ11, DT39 Que Lam, Tan Uu 98...
In 2024 alone, the province will support more than 805 tons of new rice varieties (Tan Uu98, TBR225, ADI168, Huong Com 4, DT39 Que Lam; AID28, Tan Binh) on more than 16,000 hectares; deploy the construction of many demonstration models of new rice varieties, organic rice production using DT39 Que Lam variety of Que Lam Group. Thanks to that, although the rice growing area decreases every year due to land use conversion, rice productivity and output still increase steadily every year.
If in 2020, the average rice yield reached more than 58.1 quintals/ha, by 2023 it will reach 59.82 quintals/ha; the rice yield in the 2023-2024 Winter-Spring crop alone will reach more than 62.4 quintals/ha. Food output in 2023 will reach 257 thousand tons, exceeding the target set by the Resolution of the Provincial Party Congress for the 2020-2025 term (by 2030, food output in the province will reach more than 252 thousand tons of paddy).
To date, the rate of quality rice varieties has reached 77% of the total rice growing area in the province (an increase of 0.7% compared to 2020). The average economic efficiency has increased by 3-6 million VND/ha; some areas have increased by 6-8 million VND/ha.
In the livestock sector, in the 2020-2024 period, the province supported influenza vaccination for more than 28 million poultry; vaccinated nearly 550,000 buffaloes and cows against foot-and-mouth disease; vaccinated 269,600 buffaloes and cows against anthrax; vaccinated more than 385,300 boars and breeding sows against foot-and-mouth disease; vaccinated nearly 211,800 pigs against swine fever; vaccinated 384,300 pigs against blue ear disease; used more than 43,000 liters of chemicals to spray disinfectants, disinfect barns and the livestock environment for more than 857,700 households.
Supported more than 1.8 million hybrid carp, more than 1.2 million grass carp and 3.42 million monosex tilapia on an area of 535 hectares for 437 households; supported 6 thousand sturgeon, nearly 6,700 American catfish, 22 thousand grass carp, 1 thousand black carp and 64 thousand Thai frogs on a volume of 6,400 m3 for 15 households in 5 districts and cities: Song Lo, Lap Thach, Phuc Yen, Tam Dao, Yen Lac...
With the synchronous and effective implementation of policies to support agricultural development, up to now, the province has formed more than 3,100 models and areas for large-scale, effective concentrated crop and livestock production, such as: Safe vegetable and fruit areas following VietGAP process in Tam Duong, Tam Dao, Yen Lac, Vinh Tuong, Lap Thach districts; livestock farming in Lap Thach, Song Lo, Tam Duong, Tam Dao; chain models for production and consumption of safe vegetables and fruits, and clean vegetables and fruits.
Among them, there have been some products that have built brands and boosted exports such as red-fleshed dragon fruit, yellow flower tea, chili, pink banana, etc. Many high-tech agricultural models and biosafety livestock farming have earned billions of dong in profits each year.
With the right policies and mechanisms, promoting agricultural production in the province has achieved many positive results, continuously growing over the years with the production value per unit area continuously increasing.
The crop production sector has strongly shifted the structure of varieties, crops, and seasons towards commodity production, suitable to the conditions of ecological regions and localities in the province, creating a new development step for the agricultural sector towards increasing sustainable value, contributing to economic development and ensuring social security.
In 2024, the total food output of the province will reach 337.2 thousand tons, achieving the target set for the 2021 - 2025 period, bringing the total value of agricultural, forestry and fishery production of the province to more than 11,790 billion VND, an increase of 1.58% compared to 2023. Thanks to the conversion of crop structure, in 2023, Vinh Phuc will be the first province in the Red River Delta and the 9th in the country in terms of agricultural growth rate.
The report assessing the results of 4 years of implementing Resolution No. 20 of the Provincial People's Council and Decision No. 07 of the Provincial People's Committee on implementing the contents of supporting the restructuring of the agricultural sector and increasing income for farmers in Vinh Phuc province in the period of 2021-2025 affirmed: Continuing to implement mechanisms and policies to support farmers according to Resolution No. 20 of the Provincial People's Council to ensure greater effectiveness.
Accordingly, continue to research, select and issue a list of high-yield and high-quality plant, animal and aquatic varieties to effectively implement the policy of supporting the restructuring of the agricultural sector, increasing income for farmers in the province; improve the level of research, application and transfer of new scientific and technological advances, develop high-tech agriculture, clean agriculture, and organic agriculture to create breakthroughs in productivity and quality in agricultural, forestry and fishery production.
Raise people's awareness in protecting crop and livestock resources. Review, synthesize and re-evaluate limitations, adjust to suit production in the new situation, develop the agricultural sector effectively and sustainably.
