Minister Nguyen Van Hung chaired the April thematic meeting on law making of the Ministry of Culture, Sports and Tourism.

Speaking at the opening of the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized that institutional improvement is one of the three strategic breakthroughs identified in the Resolution of the 13th National Congress of Delegates.

Since the beginning of the term, the Ministry of Culture, Sports and Tourism has focused on reviewing and perfecting institutions in the fields of culture, sports, tourism and most recently, journalism and publishing, achieving initial results. However, there are still many tasks ahead.

Reiterating the requirement to shift the mindset from "doing culture to state management of culture" that was emphasized from the beginning of the term, the Minister requested that leaders of units must think and "work hard" to perfect institutions and build laws to meet development requirements.

At the meeting, reporting on the results of the implementation of the conclusions at the specialized meeting on law making on February 27, 2025, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Thanh Son emphasized that the leadership and direction of the Ministry's leaders on law making in recent times continued to be implemented very drastically.

In just over 1 month since the February legal thematic meeting (February 27), the Minister and Deputy Ministers have chaired 14 legal thematic meetings, meetings to deploy work tasks including law-making, especially focusing on directing draft laws and resolutions submitted to the National Assembly at the 9th and 10th sessions and documents that are behind schedule or documents in new fields transferred to the Ministry.

Implementing the Minister's conclusion at the specialized meeting on law-making on February 27, units have organized and implemented tasks, closely following progress, and basically ensuring quality.

In particular, the Legal Department has advised and submitted to the Ministry's leaders to issue 7 documents (Official Dispatches) to urge and guide agencies and units in implementing the work of building legal documents.

The Ministry's Office has advised the Ministry's Leaders to schedule specialized meetings on law and direct the development of legal documents, advised the Ministry's Leaders and issued, under its authority, 7 documents urging and assigning tasks to develop legal documents according to the tasks assigned by the Government, Prime Minister, and Minister.

At the working session, Director of the Legal Department Pham Cao Thai reported on the progress and work of drafting legal documents in 2025. Leaders of those drafting legal documents also reported, explained, and clarified the content according to the direction of the Ministry's leaders.

At the meeting, Deputy Minister Hoang Dao Cuong and Deputy Minister Phan Tam also expressed their opinions on each area of ​​responsibility.

Concluding the meeting, Minister Nguyen Van Hung stated that since the Ministry's February legal thematic meeting, closely following the Minister's Conclusion, the Departments and Divisions have made many efforts within their assigned authority and responsibility in the work of law-making. He especially acknowledged and commended the Legal Department and the Ministry's Office in urging, synthesizing, connecting and completing urgent issues.

With a determined and proactive spirit, the Minister requested that units consider institutional work and law-making as the main task and important function of state management, and not take law-making work lightly.

Regarding the key tasks in the coming time, the Minister said that according to the law-making program of this National Assembly term, we still have 2 laws to do: the Law amending and supplementing a number of articles of the Advertising Law and the Press Law (amended).

In particular, the Law amending and supplementing a number of articles of the Advertising Law is expected to be passed at the upcoming 9th National Assembly Session after being discussed and commented on by the National Assembly at the 8th Session, while the Press Law (amended) will be submitted to the National Assembly at the 10th Session.

Noting that the revision of the Press Law will face many difficulties in the current context, the Minister assigned the Press Department to preside over and coordinate with the Legal Department and the Ministry's Office to speed up the progress of the work, proactively work with relevant agencies to complete the draft Law, ensuring that it meets the requirements.

In addition, the Minister also requested to prepare contents related to the task of building the Law amending and supplementing the Law on Publishing.

Regarding the drafting of decrees, emphasizing the principle that once laws have been issued, decrees must be completed promptly, without delay, the Minister requested that the units of the Ministry focus on completing them and submitting them to competent authorities for promulgation according to regulations.

In particular, for documents detailing the 2024 Law on Cultural Heritage, the Minister requested the Department of Cultural Heritage to focus all efforts on absorbing and urgently completing them for submission to competent authorities for promulgation in April and May to ensure they take effect simultaneously with the Law on July 1, 2025.

Regarding the National Assembly's Resolutions on training in specific professional fields and occupations in the field of art; Decree on encouraging the development of literature; Decree on a number of regimes and policies for artists; amendments and supplements to the Decree on performing arts activities; Joint Circular No. 200, the Minister assigned relevant Departments and Offices to focus on developing and completing them, without prolonged delay, and absolutely not leaving any outstanding debts.

Regarding the mechanisms and legal policies to implement the National Target Program on Cultural Development for the 2025-2035 period, the Minister assigned the Vietnam Institute of Culture, Arts, Sports and Tourism to urgently research and propose coordination with the Department of Planning and Finance and the Department of Legal Affairs to ensure progress and quality./.
