(PLVN) - The Ministry of Finance requested that provinces strictly handle acts of taking advantage of emergency situations, incidents, disasters, natural disasters, and epidemics to unreasonably increase prices of goods and services for personal gain.
On September 13, Minister of Finance Ho Duc Phoc signed Official Dispatch No. 03/CD-BTC to agencies, departments, People's Committees of centrally-run provinces and cities, and units and organizations under the Ministry of Finance, requesting to promote and strengthen price management and operation measures after Typhoon Yagi.
The dispatch stated that in the first 8 months of the year, price management and operation work has been implemented synchronously under the direction of the Government, the Prime Minister, the Deputy Prime Minister - Head of the Price Management Steering Committee, accordingly, ministries, branches, localities, and organizations have drastically implemented many solutions and achieved many positive results, contributing to controlling inflation.
However, after Typhoon Yagi passed, the situation became more complicated when many localities, especially agricultural areas, suffered heavy damage. Heavy rains not only caused flooding, but also disrupted transportation and disrupted the supply chain of goods.
As a result, some essential goods such as vegetables, fruits, food, drinking water... have become scarce in many places, leading to local price increases. This has caused many difficulties for people's lives and activities, especially in areas directly affected by natural disasters.
In this context, the Minister of Finance has requested units, agencies and localities to continue to resolutely implement measures to manage and operate prices in accordance with the spirit of the Prime Minister's Official Dispatch No. 61/CD-TTg. The goal is to ensure inflation control, macroeconomic stability and support economic growth.
The Minister requested ministries, sectors and localities to closely monitor market developments and promptly implement solutions to ensure domestic supply and demand balance, especially for essential goods. There must be no shortage of goods, hoarding of goods, or unreasonable price speculation, causing further difficulties for people. Management units must also flexibly use tools and price regulation measures in accordance with the law to maintain market stability.
In addition, Minister Ho Duc Phoc also requested relevant agencies to step up monitoring of price listing, price declaration and price information disclosure; organize inspections and checks on compliance with price laws, and strictly handle violations of price laws. At the same time, information and propaganda on market prices must be carried out promptly and transparently to stabilize consumer psychology after the storm and flood.
The Minister of Finance requested that ministries, according to their functions and tasks, proactively advise the Government on solutions to ensure the supply of goods, especially essential goods that are facing difficulties in circulation after the storm.
The People's Committees of provinces and centrally run cities must closely monitor the price developments and supply and demand of goods in their localities, especially essential food and foodstuffs. Local authorities need to closely monitor the market at wholesale markets, supermarkets, and shopping centers to prevent shortages or price speculation. Any act of taking advantage of the emergency situation for personal gain will be strictly handled according to the provisions of law.
Finally, Minister Ho Duc Phoc requested the General Department of State Reserves to direct regional State Reserve Departments to arrange forces on duty 24/7, ready to organize the timely supply of rice, supplies and rescue equipment... from national reserves to provinces and cities at the request of competent authorities, in accordance with legal regulations.
