People's awareness in fire prevention and fighting plays a key role.

(PLVN) - In recent times, the situation of fires and explosions has tended to develop in a complicated and unpredictable manner, with many consecutive fires causing particularly serious damage to people and property; typically, fires in multi-storey houses and apartments caused damage to people and property in Trung Kinh, Thanh Xuan, Hanoi in 2023 and 2024. In response to this reality, on June 24, 2024, the Prime Minister issued Directive 19/CT-TTG focusing on strengthening fire prevention and fighting (PCCC) for rental houses.

As one of the five wards with the largest number of boarding houses and houses combined with production and business out of the total of 15 wards in Hai Ba Trung District (Hanoi), Dong Tam Ward has recently paid special attention to fire prevention and fighting and rescue (FFP) work. Since Directive 19/CT-TTg took effect, Dong Tam Ward People's Committee has always proactively issued documents, deployed propaganda and guidance on knowledge and skills of FFP and FFP; how to use electricity safely; manage fire and heat sources... to households, especially households renting boarding houses and houses combined with production and business in the area. In addition, in coordination with Dong Tam Ward Police and PC07 Department, Hanoi City Police organized inspections, assessments, and proposed solutions to overcome shortcomings and limitations, and enhance fire prevention and fighting safety according to 4 groups of solutions for owners of establishments and households.

In order to promote propaganda work, on March 26, the People's Committee of Dong Tam Ward held a conference to guide urgent solutions of the City Department of Construction on strengthening fire prevention and fighting and search and rescue work; implementing Directive 19/CT-TTg dated June 24, 2024 of the Prime Minister. The conference attracted the attention of many people in the area with the purpose of learning experiences and raising awareness of fire prevention and fighting and search and rescue work. At the conference, Major Vu Van Tuan - officer of Department PC07, Hanoi City Police directly guided and answered each question and specific situation of the people. At the same time, once again emphasized the regulations and requirements in Directive 19/CT-TTg and solutions to ensure fire prevention and fighting safety according to the instructions of the Hanoi City Department of Construction.

According to the leader of Dong Tam Ward People's Committee, organizing training conferences is an extremely urgent task to raise awareness, role and responsibility of Party committees at all levels, authorities, leaders, officers in charge of fire prevention and fighting, especially civil defense forces, grassroots fire prevention and fighting forces in complying with regulations, organizing fire prevention and fighting activities, building the movement "all people fire prevention and fighting" associated with the movement "All people protect national security". "It is time to put fire prevention and fighting first, life and safety are above all", the leader of Dong Tam Ward People's Committee emphasized.

Strictly implementing Directive 19/CT-TTg, Dong Tam Ward People's Committee also resolutely implemented the requirement that 100% of facility owners and households must commit to and have a roadmap to implement fire prevention and fighting solutions according to regulations and must complete the implementation of the solutions before March 30, 2025. After the above time, if the implementation is not organized or the solution groups are not met, the facility must stop operating until the implementation is completed to ensure safety for the people.

In fact, the rapid development of urban areas and the need for affordable housing have fueled the boom in boarding houses and mini apartments. Walking around Hanoi or Ho Chi Minh City, it is not difficult to see houses divided into small units with a usable area of ​​5m²/room, lacking windows, fire exits and not fully equipped with fire prevention and fighting equipment. This is a popular type of housing for students, workers and laborers at affordable prices. However, the downside of this type is that it often does not meet fire prevention and fighting safety standards, especially in the event of a fire or explosion.

In the above context, the issuance of Directive 19/CT-TTg by the Prime Minister is considered a drastic step to protect people's lives and property and improve safety standards in boarding houses and mini apartments. In particular, this directive not only requires tightening the inspection and supervision of compliance with fire prevention and fighting regulations for competent authorities but also emphasizes the responsibility of owners of establishments and households that do not meet fire prevention and fighting standards to proactively review and upgrade safety systems and add equipment suitable to the scale and design of each project.
