On the afternoon of March 25, the Standing Committee of the Cao Bang Provincial Party Committee had a working session with the Customs Branch of Region VI on the implementation of tasks when the unit operates under the new model. From March 15, 2025, the Customs Branch of Region VI has officially come into operation on the basis of basically merging the entire Cao Bang Provincial Customs Department and Lang Son Provincial Customs Department, in which the Bac Kan Customs Branch under the Cao Bang Provincial Customs Department was transferred to the Customs Branch of Region V.

Currently, the Customs Branch of Region VI has 17 affiliated units with 616 civil servants and labor contracts, ranking fourth in the industry. The management area includes 11 border gates in Lang Son province, 6 border gates and 3 specialized openings and customs clearance routes in Cao Bang province, stretching 565 km adjacent to Guangxi province (China).

Up to now, the organizational structure of the Branch has been stably arranged based on the principle of considering the selection of people, based on the capacity, strengths, qualifications, experience, and job requirements of each unit. In parallel with the process of arranging and streamlining the organizational structure, the Customs Branch of Region VI focuses on performing professional tasks, activating the activities of the electronic customs clearance system incident handling teams, and the customs - business consulting teams, ensuring smooth customs clearance of goods.

Since the beginning of the year, the total import-export turnover of all types of goods through the Branch has reached over 15 billion 400 million USD; the turnover of goods with declarations has reached over 1 billion million USD. As of March 20, the Branch has paid nearly 2,300 billion VND to the state budget; detected and arrested 233 violations with an estimated value of goods of over 1.6 billion VND...

The Customs Branch of Region VI proposed that the Provincial Party Committee consider terminating the operation and transferring the Party organization of the Cao Bang Provincial Customs Department Party Committee to the Customs Department Party Committee under the Ministry of Finance Party Committee or the Lang Son Provincial Customs Department Party Committee under the Lang Son Provincial People's Committee Party Committee, under the Lang Son Provincial Party Committee to carry out the merger and establishment of the Customs Branch of Region VI Party Committee; the Provincial People's Committee should soon complete the infrastructure and traffic at the border gate area to facilitate import-export activities, goods delivery and receipt, improve customs clearance capacity, facilitate customs inspection, supervision and management activities; regularly exchange and hold talks with the Chinese side to promote border trade, expand import-export types to attract import-export enterprises through the area...

Concluding the working session, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, Quan Minh Cuong, acknowledged and highly appreciated the proactiveness, efforts, and urgency of the Customs Branch of Region VI in its determination and determination to carry out its tasks, promptly consolidate and stabilize its organizational structure, and propose specific action guidelines so that its operations will not be interrupted when it is established under the new model. In the coming time, the Provincial Party Secretary requested the Customs Branch of Region VI to promote its management experience at major border gates in Lang Son to innovate the management mechanism, improve the effectiveness of professional and technical work at border gates in Cao Bang province, especially in applying the smart border gate model. Share good practices and effective measures to apply at border gates in Cao Bang; advise and propose to the provincial leaders solutions and policies to promote foreign economic development, especially border gate economy. Synchronously and drastically deploy solutions to collect State budget through customs activities, focusing on promoting administrative procedure reform; applying information technology and digital technology in management, supervision and operation; inspecting and supervising export and import goods, creating favorable conditions for customs clearance, minimizing time and related costs, creating competitiveness, attracting enterprises to import and export goods through border gates in the province. Closely coordinate with the Police, Border Guard and Military forces in border and gate management, strengthen supervision and prevention of criminal activities and cross-border violations, especially the prevention of smuggling and drugs. Continue to effectively implement the rotation of cadres between the two provinces to share and learn experiences; pay attention to training and fostering to improve professional qualifications, expertise, capacity to apply information technology, and practice civilized and professional behavior skills; Understand the law and international law, ensure the ability to work in an international environment. For the Provincial People's Committee, the Provincial Party Secretary requested to direct the Provincial Economic Zone Management Board and relevant forces to urgently coordinate closely with the Regional Customs Sub-Department VI to promptly adjust and supplement the coordination regulations and promptly and seriously implement them. Assign the Provincial Party Committee's Organizing Committee to preside over and coordinate with relevant professional agencies to propose the termination of operations and transfer of the Party organization of the Cao Bang Provincial Customs Department Party Committee to the new unit according to regulations.
