On the afternoon of June 13, the Inspection Delegation of the Standing Committee of the Provincial People's Council, led by Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, had a working session with Kim Son district on the implementation of Resolution No. 43/2023/NQ-HDND, dated March 10, 2023, promulgating regulations on policies to support the construction and repair of houses for poor households in the period 2023-2025 (referred to as Resolution No. 43).
The delegation included comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of relevant departments, branches and sectors.
The delegation inspected the households receiving support from Resolution No. 43 in Dinh Hoa and Van Hai communes of Kim Son district. After that, the delegation worked with the leaders of the District Party Committee, People's Council, and People's Committee of Kim Son district on the implementation of Resolution No. 43 in the locality.
Accordingly, to effectively implement Resolution No. 43, Kim Son district promptly issued plans and official dispatches to lead and direct specialized agencies and People's Committees of communes and towns to promote the dissemination of policy contents in various forms to cadres, civil servants, party members and people; focusing on reviewing, appraising and making a list of proposals for support in building and repairing houses for poor households.
Based on the list of communes and towns, the District People's Committee established a survey team to visit each household to inspect and re-evaluate the review process and housing status of poor households requesting support for construction and repair. Thereby, a list of 106 households eligible for support according to Resolution No. 43 was established, reported to the Department of Labor, War Invalids and Social Affairs and the Department of Construction.
As of June 12, 2023, the whole district had 54/106 poor households that had organized the construction and repair of new houses, reaching 51% of the total number of households approved for support in 2023. The number of houses that had completed construction and repair in phase 1 was 16; the number of houses that had completed repair was 8.
The District People's Committee, specialized departments and People's Committees of communes and towns have focused on guiding households to implement the construction and repair of new houses in accordance with the provisions of the Resolution and guiding documents of relevant departments, branches and sectors; ensuring requirements on area and quality of works.
The support funds will be fully handed over to the households after the project is completed. To date, 400 million VND in support has been handed over to 8 households that have completed their house repairs.
At the conference, delegates in the Inspection Team expressed their opinions on a number of issues such as: providing timely support funds to households; mobilizing the remaining supported households to soon start building new or repairing houses; strengthening guidance for households in designing works to ensure safety; continuing to mobilize the participation of the entire political system to improve the effectiveness of the Resolution implementation...
Concluding the meeting, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: Through the field inspection in Kim Son district, it has been shown that Resolution No. 43 has important and practical significance. After 3 months of implementation, the Resolution has been put into practice, contributing to ensuring social security; meeting the legitimate needs and aspirations of the poor; and receiving the consensus and support of cadres, party members and people.
He emphasized: The support level of Resolution 43 for poor households to build new or repair houses is the highest ever. That shows the concern of the Provincial Party Committee and Provincial People's Council in sharing, supporting and accompanying the poor.
He also acknowledged that the implementation of the Resolution in Kim Son district has achieved good initial results; the district Party Committee and government have focused on leading and directing the implementation, contributing to bringing the Resolution into practical life.
In the coming time, to ensure the purpose, requirements and promote the significance of Resolution No. 43, he suggested that Kim Son district focus on doing well a number of tasks. That is: Continue to promote propaganda work, raise awareness and responsibility of local Party committees and authorities on the implementation of Resolution No. 43. Focus on speeding up the progress of starting construction, construction and repair of houses for poor households, ensuring the correct progress and time; promptly disburse support funds according to the provisions of the Resolution; direct and guide households to complete land procedures according to regulations.
Focus on implementing publicity and transparency, ensuring strict processes and procedures for the right subjects; strengthen inspection and supervision of the implementation of the Resolution at the grassroots level.
Strengthen propaganda, advocacy, socialization, and mobilization of resources to improve the quality of housing construction for poor households; do a good job of mass mobilization, mobilize cadres, party members, organizations, and people to support working days to build and repair houses for poor households.
He also suggested that Kim Son district should establish a Steering Committee to implement Resolution No. 43 to contribute to improving the effectiveness of leadership and direction in implementing the Resolution.
