Teachers should not be turned into students because of regulations on training and certificates.

Some National Assembly delegates said that in reality, teachers are being asked to not only have ethics, standards, knowledge, and creativity, but also to have qualities and political ideology; and the requirement for mandatory degrees and certificates creates additional pressure on teachers.

On the morning of November 20, continuing the 8th Session, the National Assembly discussed in the hall the draft Law on Teachers. Discussing in the hall, delegate Nguyen Thi Viet Nga, National Assembly delegation of Hai Duong province, said: Regulations on teacher training from Article 34 to Article 36 are burdensome because today is a learning society, lifelong learning and encourages self-study and research. Teachers need to improve their capacity and study regularly. However, that should not turn teachers into students with dense regulations on compulsory training, creating more pressure for teachers.

Delegates from Viet Nga and Binh suggested reducing regulations that create pressure on certificates and mandatory training for teachers and regulating that teachers need to actively research and study to improve their skills and qualifications to meet job requirements.

Article 34 on training teachers and educators in public educational institutions implements the training regime according to the provisions of the law on civil servants; in which, the content of knowledge and skills according to the requirements of the job position includes: regular training to update knowledge and skills to meet the standards of the teaching profession; training to meet the requirements of educational innovation; training to meet the requirements of lifelong learning; training in leadership and management capacity of educational institutions; Teacher training includes compulsory training, optional training, self-study, self-research in appropriate forms.

Article 35. Responsibilities and rights of teachers when participating in training: Fully participate in and complete the training program as prescribed; Have the awareness of self-study, lifelong learning, continuous professional development; Apply training results to teaching, education, scientific research, community service, innovation.

Delegate Tran Quang Minh - National Assembly Delegation of Quang Binh province, proposed to add at point e, clause 2, Article 9, stipulating that teachers have the obligation to participate in building a safe, democratic, and innovative educational environment. According to the delegate, it is necessary to add the obligation of teachers and educational managers, which is to build a friendly educational environment. According to the delegate, this is the content of the emulation movement to build friendly schools and active students, which was launched more than 16 years ago and has affirmed its value and meaning to this day.

To achieve this goal, teachers must be friendly in teaching. A friendly school is a school with a healthy and safe living environment, avoiding uncertainties, dangers and threats to students. A friendly school is a school that creates gender equality, builds attitudes towards education, and respects gender equality. The teacher's duty in building a friendly school is not only to impart knowledge but also to focus on life skills education, creating an environment and conditions for students to learn, care for and promote local historical and revolutionary relics and culture.

Regarding the building and development of the teaching staff, delegate Nguyen Thi Thu Dung - National Assembly Delegation of Thai Binh province, said: Article 6 of the draft Law on Teachers on State policy on building and developing the teaching staff, stipulates that the State plays a leading role in building and developing the teaching staff; ensuring the quantity, structure and quality of the teaching staff, especially teachers who are ethnic minorities and teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions.

However, delegate Nguyen Thi Thu Dung said that the draft Law on Teachers has not clearly stated this policy. According to the report of the Ministry of Education and Training, by the 2022-2023 school year, the country is still short of more than 100,000 teachers for general education and according to the forecast of the General Statistics Office, by 2045, the country will need to add more than 358,000 teachers by 2030. Therefore, the delegate said that the Law on Teachers needs to have policies to ensure the number of teachers.

Proposing to supplement standards on political and ideological qualities for teachers, delegate To Van Tam - National Assembly Delegation of Kon Tum province, said: Regarding the professional standards for teachers in Article 14 of the draft Law, education plays an important role and teachers are the center, the ones who decide the quality of training and educating people, directly influencing and imparting thinking, ideology and knowledge to generations of learners.

Therefore, high demands on teachers are not only on ethics, standards, exemplary, understanding, creativity but also on the qualities and political ideology of teachers. The political qualities and ideology of teachers are the basic factors that play a leading role in guiding the moral development of the teaching staff. Schools are not only places to teach letters and scientific knowledge but also places to train and impart the qualities and personality of learners. From the above analysis, delegate To Van Tam proposed to add standards on political and ideological qualities to Clause 1, Article 14 of the draft Law.
