No traffic jams during the rainy season

Since the beginning of the year, Tua Chua district has experienced many prolonged heavy rains, causing damage to many traffic works, eroding the foundation and road surface; damaging bridges and culverts; landslides, traffic jams on many routes and posing potential safety risks to people and vehicles participating in traffic.

In the district, there are 21 routes with hundreds of landslides and roadbed subsidence points, of which many routes are seriously affected, such as: The route from Lao Xa Phinh commune to Trung Thu commune, through Lao Xa Phinh Secondary and Primary Boarding School, has a positive slope landslide with a total volume of soil and rock of about 4,500m 3 ; the bypass road from Ta Sin Thanh Secondary and High School - Sin Chai commune, about 40m long, has a positive slope landslide with a volume of soil of about 2,500m 3 ; the road from Lao Xa Phinh commune to Trung Thu commune, through Cang Chua village, has a roadbed subsidence of 1.2m deep... The total estimated damage is 6 billion VND.

Mr. Dinh Ba Thinh, Deputy Head of the Economic - Infrastructure Department of Tua Chua district, said: In the face of complicated weather conditions, the district has proactively developed a response plan to minimize damage caused by natural disasters, promptly overcome them, and ensure smooth traffic on the roads in the shortest time. Strengthen the inspection and assessment of the current status of roads that are frequently flooded; large-scale landslides; negative and positive slopes. At the same time, do a good job of road management and maintenance such as: checking bridges, embankments, spillways, culverts, roadbeds, road surfaces, road signaling systems, assessing the safety of works; promptly detecting and handling damaged locations. Thanks to that, since the beginning of the rainy season, although some roads have been affected, the units have promptly overcome them, ensuring smooth traffic and safety for the people.

In Dien Bien Dong district, floods since the beginning of the year have seriously affected 8 roads. In particular, heavy rains at the end of July caused many points on the Phi Nhu - Phinh Giang - Pu Hong route to have landslides on the negative slope and culverts washed away, causing local traffic jams. This is also an important route of the district serving construction works and projects under construction in the two communes of Phinh Giang and Pu Hong.

Heavy rain caused a landslide at Km243+100 on National Highway 12.


Mr. Dinh Quang Bao, Head of the Economic - Infrastructure Department of Dien Bien Dong district, said: Currently, Dien Bien Dong district is managing nearly 300km of rural roads of all kinds and over 520km of residential roads managed by communes and villages. Most of the roads have not been invested in and built synchronously and completely, so in the rainy season, they often have landslides and traffic jams, affecting the lives of people and vehicles participating in traffic. To ensure traffic during the rainy season, Dien Bien Dong district has directed relevant units to proactively prepare materials, machinery, equipment, and human resources to serve traffic safety work. Directing commune-level authorities to well implement the "4 on-site" motto, handling landslide situations when they occur.

Since the beginning of the flood season, heavy and prolonged rains have occurred in the province, seriously affecting many traffic routes from national highways, provincial roads, district roads, commune roads, etc.; many bridges, culverts, and roadbeds have been damaged. From July 23 to 31 alone, floods caused tens of billions of VND in damage to 32 roads in the districts of Tua Chua, Muong Cha, Nam Po, Dien Bien Dong, and Muong Nhe.

Many national highways were severely eroded, such as: National Highway 12 through Muong Pon Commune (Dien Bien District) was hit by flash floods, causing heavy damage and traffic jams for many days. Most recently, the flood that occurred in the early morning of August 7 buried about 100m of National Highway 12 through Huoi Leng Commune (Muong Cha District), causing traffic to be interrupted for many hours.

Mr. Bui Thanh Hieu, Head of Traffic Management Department (Department of Transport) said: In order to minimize damage and ensure smooth traffic during the flood season, especially on key routes in the province, from the beginning of the year, the Department of Transport has developed a specific plan and implementation plan. In which, measures to ensure traffic safety are identified, especially for locations at high risk of landslides and flooding according to the "4 on-site" motto. The Department has directed its member units and units assigned to manage routes to strengthen inspections of the entire national highway system, provincial roads, and district roads; review bridges, culverts, roadbeds, and road signaling systems; strengthen maintenance and repair work. At the same time, well prepare plans for human resources, equipment, and spare materials to respond promptly, avoid traffic jams for many days; develop traffic diversion plans to ensure continuous traffic when traffic jams occur during floods.
