
According to statistics from the Economic - Infrastructure Department of Dien Bien Dong district, heavy rains and floods have caused landslides and serious damage to many important roads from the district center to communes and inter-commune roads. Especially the routes: Phi Nhu - Chieng So; Phi Nhu - Pu Hong - Muong Nha; Pa Vat - Hang Lia - Tia Dinh. For the inter-village roads that have not been reinforced, heavy rains and floods have caused road surface erosion and mud, making it very difficult for people and vehicles to travel. The total estimated damage to traffic is about 18 billion VND.
Mr. Dinh Quang Bao, Head of the Economic - Infrastructure Department, Dien Bien Dong district, said: For small landslides, the commune government mobilized local forces to clean up the landslides to clear the road. For areas with large landslides, the department requested traffic safety units to mobilize machinery and equipment to fix and clear the road as soon as possible, ensuring safe traffic for vehicles. At the same time, for seriously damaged traffic routes such as Phi Nhu - Chieng So; Phi Nhu - Pu Hong - Muong Nha, the department reported and proposed the district People's Committee to arrange funds for repairs.

The Phi Nhu - Chieng So inter-commune road is an important route connecting the two communes: Chieng So and Phi Nhu with the center of Dien Bien Dong district. Due to the impact of floods since the beginning of the rainy season, the road has had many landslides, many positive and negative slopes, and the road surface has sunk... affecting the travel of vehicles as well as people in the area. The entire route has 49 positive slope landslides and road surface erosion; 4 negative slope landslides, severely damaged and requiring stone cage embankments (Km9+650, Km14+330, Km14+650, Km17+850); 2 landslides and road surface subsidence, at risk of losing the road (Km9+100, Km12+250); 1 location at Km19+150 where a landslide swept away a culvert.

In addition, prolonged rain and floods damaged the entire road surface, and the drainage system was completely buried. According to Mr. Dinh Quang Bao, the Phi Nhu - Chieng So road is an important inter-commune road, the Economic - Infrastructure Department has reported and proposed a project to overcome the consequences of natural disasters. The project will be implemented to completely overcome the landslide situation, ensure smooth traffic on the route, create favorable conditions for the circulation of goods and serve the travel needs of the people of Phi Nhu and Chieng So communes. The project has a total investment of 7.8 billion VND. On August 16, the Chairman of the District People's Committee issued Decision No. 7688/QD-UBND on the issuance of an Order to build an emergency project to overcome the consequences of natural disasters in 2024 on the Phi Nhu - Chieng So road. The capital source for the project is from the district budget reserve; the project implementation period is in the third - fourth quarter of 2024.

Similarly, the Phi Nhu - Phinh Giang - Pu Hong route has 3 serious landslide points, including: Km 7 + 800, Km 15 and Km 15 + 500. Especially at Km 7 + 800, the culvert across the road collapsed on both sides of the shoulder and downstream of the culvert, each side is 6m long, 4m high; the road surface collapsed, causing local traffic congestion. After the incident, the People's Committee of Dien Bien Dong district directed the specialized department to request traffic safety units to mobilize machinery and means to temporarily fix the problem, ensuring the circulation of motorcyclists and pedestrians. At the same time, propose a plan to fix the damage to ensure long-term safety.

At this time, Dien Bien 76 Construction Company Limited is mobilizing machinery and human resources to urgently repair the damage on the Phi Nhu - Phinh Giang - Pu Hong route. At Km7+800, 12m long rubble stone will be built, and the old culvert will be reinforced downstream. At Km15, it is planned to excavate soil, clear the road surface to create a path, then install a steel cage embankment on the positive slope to prevent future landslides. At Km15+500, it is planned to build a 20m long rubble stone embankment, reinstall the old culvert, reinforce the old culvert downstream; and pour concrete to compensate for the damaged road surface.
Mr. Nguyen Huu Muon, Director of Dien Bien 76 Construction Company Limited, said: At Km7+800, the company has mobilized more than 10 workers, 1 technical officer; 2 excavators, fully prepared steel cages, and boulders to repair the damage according to the plan of the Economic - Infrastructure Department. Up to now, the repair work has been basically completed, ensuring the set progress; vehicles can circulate smoothly and safely.

In the 2024 flood season, Chieng So was the commune that suffered the most damage to traffic. Almost all inter-village and inter-hamlet traffic routes in the commune were eroded, causing traffic jams. In particular, intra-village and inter-village routes: Ten Luong; Cang, Me, Pa Nam, Na Muong villages were eroded, losing roadbeds; many bridges and cross-drainage culverts were washed away.
Mr. Luong Van The, Chairman of the People's Committee of Chieng So commune, said: After each flood, the People's Committee of the commune requires the villages to mobilize people to focus on overcoming small landslides; dredging ditches, clearing the flow, ensuring traffic. For large landslides, the People's Committee of the commune will prepare a report and propose to the District People's Committee to approve the repair plan. Recently, the Economic - Infrastructure Department has inspected each route, and assigned the task to the unit in charge of ensuring traffic in the commune to mobilize machinery to clean up the landslides and clear all routes. For severely damaged areas, the People's Committee of the commune is requesting the Economic - Infrastructure Department to develop a repair plan in the coming time.
