Ensuring traffic during the rainy season

Floods caused landslides at Km243 + 100 on National Highway 12.

Since the beginning of the rainy season, Dien Bien province has continuously experienced heavy, prolonged rains causing flash floods, landslides, and damage to many national highways, provincial roads, and inter-commune roads. According to statistics from the Department of Transport, the total volume of landslides and road filling is estimated at 90,800m3 ; the volume of soil and mud filling culverts and longitudinal ditches is about 14,300m3 ; the negative slope erosion is 180m; the roadside erosion is 170m; and the road surface is damaged by 220m2 . The estimated damage is about 6 billion VND.

In order to promptly handle situations and incidents, minimize damage to people and road traffic infrastructure, and ensure smooth traffic, the Department of Transport has established a Command Committee for Natural Disaster Prevention, Control and Search and Rescue, and assigned permanent tasks to each member. The implementation period starts from April 15 to October 31, 2024. At the same time, direct road management units to concentrate machinery, human resources, and spare materials to ensure 24/7 traffic, promptly handle situations when incidents occur.

Mr. Bui Thanh Hieu, Head of Traffic Management Department (Department of Transport) said: This year, the flood situation is different from previous years. Heavy rains are spread evenly in most areas, so landslides are also spread out on the routes, there are no large landslides and they are not concentrated on some routes like previous years. Thanks to proactively checking and identifying locations at risk of landslides on traffic routes to develop plans to ensure each location, when a landslide incident occurs, the forces quickly approach and deploy remedial measures, not allowing prolonged congestion.

Currently, on national highways, road management units always arrange machinery, vehicles and human resources to ensure traffic. When a landslide occurs, within 30 minutes to 1 hour, the units will handle and ensure the road is clear.

Dien Bien Road Joint Stock Company 2 is one of the three road management units of Dien Bien province. Currently, the Company is assigned to manage 356.5km of national highways (national highways 12 and 4H), provincial roads (143, 139, 145B). Carrying out the permanent task of ensuring traffic during the rainy season of 2024, from the beginning of the year, the Company has fully prepared supplies and spare materials. Specifically, the Company has prepared 500kg of explosives with accessories; 1,200 steel baskets of various types; 3,000m3 of rubble; 5,000l of diesel oil. At the same time, the Company also arranged 12 excavators, 7 cars and workers to spread evenly on the routes, especially the routes with many vulnerable locations, landslide risks, and traffic safety risks to ensure timely handling when incidents occur.

Dien Bien Road 2 Joint Stock Company fixes traffic incident at Km 236 + 120 on National Highway 12.

Mr. Nguyen Van Kien, Deputy Director of Dien Bien Road 2 Joint Stock Company, said: Since the beginning of the rainy season, on the traffic routes under its management, more than 35,000m3 of landslides have flooded the road surface and blocked drainage culverts, causing local traffic jams. However, with careful preparation, the Company has promptly handled the incidents, ensuring the road is cleared as soon as possible. Implementing the direction of the Department of Transport, from now until October 31, 2024, the Company will continue to have machinery, vehicles and human resources on the routes to handle incidents and ensure traffic.

The flash flood on the night of May 10 in Suoi Lu village (Phi Nhu commune, Dien Bien Dong district) caused thousands of cubic meters of rock and soil to spill onto the road, causing local traffic congestion on National Highway 12, through Suoi Lu village. After receiving the information, Dien Bien Road Joint Stock Company 2 promptly arranged machinery and human resources to clear the route and ensure traffic.

Mr. Ha Van Khuong, Head of the Road Management Team, Road Joint Stock Company 2 said: The flash flood caused local congestion from Km246 + 400 to Km247 + 480 with a total volume of buried soil and rock of over 1,000m3 . The company mobilized workers and machinery to clean the road surface, collect mud in longitudinal ditches, and clear sewers. After 5 days of construction, the section through Suoi Lu village was completely repaired, ensuring safe traffic.

Dien Bien Dong district is managing 12 inner-city, district and inter-commune roads with 193.45km; of which 103.292km have been asphalted or concreted, reaching 53.39%. The roads managed by the commune are 483.22km, the concrete rate is 27.5%.

After the recent floods, in the communes of Phi Nhu, Chieng So, Pu Hong, Phinh Giang, Hang Lia... many important roads were buried and damaged. Typical routes are: Phi Nhu - Chieng So; Phi Nhu - Xa Dung; Pa Vat - Hang Lia - Tia Dinh; Phinh Giang - Pu Hong - Muong Nha. On the Phi Nhu - Chieng So road alone, since the beginning of the rainy season, floods have caused 49 landslides on the positive slope; 4 landslides on the negative slope, damage to the stone cage embankment; 2 landslides and subsidence of the road surface and 1 flood swept away the culvert. At the same time, almost the entire road surface system was damaged; the drainage system was severely damaged and completely buried.

Mr. Dinh Quang Bao, Head of the Economic - Infrastructure Department of Dien Bien Dong district, said: The district People's Committee has established a team to inspect and count the damage; organize landslides, and ensure temporary traffic for people and vehicles. Regarding the long-term plan, the district People's Committee has reported and proposed to the provincial People's Committee to allocate funds to implement projects to overcome traffic damage caused by floods. For the Phi Nhu - Chieng So route, the department has established a project to upgrade and repair the entire route. The district People's Committee is assigning the Finance - Planning Department to balance the capital source to implement the project.
