Difficulties in student streaming after graduating from junior high school

On May 14, 2018, the Prime Minister issued Decision No. 522/QD-TTg approving the Project "Career education and student orientation in general education for the period 2018 - 2025".

Decision No. 522/QD-TTg has clearly guided the subjects of the stream and the specific target set by 2025 is that at least 40% of junior high school graduates will continue to study at vocational training institutions at elementary and intermediate levels; for localities with particularly difficult socio-economic conditions, the target will be at least 30%.

However, looking from reality, it is easy to see that the work of classifying students after graduating from secondary school is facing many difficulties and challenges.

According to the 10th grade enrollment plan of localities for the 2024-2025 school year, most of them only enroll about 70% of high school graduates in public grade 10. In some localities, the enrollment rate for public grade 10 is even lower.

Therefore, in some large provinces and cities, the exam has not yet taken place but tens of thousands of candidates will fail the 10th grade public exam.

Implementing student streaming is a correct policy, in line with the development of society and the learning situation of students. But why are there still many problems when implementing it?

Firstly, nowadays, most families are financially well-off and each family only has 1-2 children, so the general mentality is not to let their children learn a trade early. Even though their children do not have good academic performance, parents still want their children to take the exam, and if they do not pass, they will consider moving on. Secondly, the situation of extra teaching and learning is quite common, combined with the disease of achievement. Therefore, students' scores are often quite high. Most 9th graders, when completing the program, are classified as good or above. Parents see that their children have good scores and are also rewarded at the end of the year, so the orientation of not taking the 10th grade entrance exam is a difficult problem and it is very difficult to convince parents.

Therefore, the rate of students registering for the 10th grade public entrance exam in localities is often very high. Therefore, the pressure to take the entrance exam for public 10th grade is very high because the provincial and municipal People's Committees set the enrollment quota before the exam takes place.

To effectively streamline, first of all, secondary schools need to do it right from the beginning of grade 9 by propagating and orienting students and parents. In addition, schools must accurately evaluate and classify students' academic performance.
