In order to carry out the enrollment work for the 2025-2026 school year carefully, the Ho Chi Minh City People's Committee requires the education sector to prepare adequate facilities and equipment to ensure that all children of the city's people are able to study. Priority will be given to solving the problem of school places for children of policy families, poor families, workers and orphans.
Grade 1, Grade 6: flexible enrollment
According to Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, in the 2025-2026 school year, the enrollment work at the primary level in Ho Chi Minh City will be carried out online at https://tuyensinhdaucap.hcm.edu.vn, through the student's identification code and "actual residence".
Information about the student's actual residence (including "relationship with the head of household" and related information) is determined through the electronic identification application (VNeID) of the student's parents or legal guardians. Parents must declare this detail within the data review time frame according to the document of the Department of Education and Training, ensuring to minimize paper records.
"From the city's general plan, the Department of Education and Training will advise the People's Committee of Thu Duc City and districts to build flexible enrollment areas. The basis for construction is three factors: the distribution of schools in the locality, the number of children of enrollment age and information on "current residence" of students from the industry database.
At the same time, combine the use of the city's shared digital map system to calculate the travel distance of students, not allocating students according to ward administrative boundaries, to create conditions for students to study near their current residence and in accordance with the actual local situation.
For schools located on the border between localities, the local primary school admission steering committee needs to develop appropriate admission plans, creating favorable conditions for students to study near their current place of residence," said Mr. Quoc.
According to Mr. Quoc, the enrollment work for the 2025-2026 school year in Ho Chi Minh City will be completed in June, instead of August as every year.
Regarding the method of admission to grade 6, the Department of Education and Training said it will be implemented as follows: Tran Dai Nghia Secondary and High School and some local secondary schools can conduct admission based on a combination of two criteria including training and learning results in primary school years and the results of the capacity assessment survey.
In which, local secondary schools must simultaneously meet two requirements: having the number of registered candidates exceeding the quota in recent years and being proposed by the People's Committee of Thu Duc City, districts and counties to the Department of Education and Training.
For the remaining secondary schools, grade 6 admission will be based on the criteria of training and learning results at the primary level.
Surprise with specialized grade 10 admission
The 2025 10th grade admission season is the first year that Ho Chi Minh City will not enroll specialized 10th grade students for 4 high schools: Nguyen Thuong Hien, Gia Dinh, Mac Dinh Chi and Nguyen Huu Huan.
Thus, candidates wishing to take the 10th grade specialized exam will all "pour" into Le Hong Phong High School for the Gifted, Tran Dai Nghia High School and the Gifted High School (under Ho Chi Minh City National University, this school organizes its own exam).
If in previous years, Ho Chi Minh City only had Le Hong Phong High School for the Gifted and Talented High School recruiting students nationwide, and Tran Dai Nghia High School for the Gifted only recruited students from Ho Chi Minh City, this year this school also recruited students nationwide.
Another new point: this year candidates can only register for 2 wishes to enter specialized schools, instead of 4 wishes as before.
However, the Ho Chi Minh City People's Committee has allowed the Department of Education and Training to adjust enrollment higher than the initial target (but not exceeding 20%) for specialized classes and classes under Project 5695 (integrated English program) in order to maintain enough students according to the school's education plan. This is probably good news for students in the city.
For 10th grade enrollment under project 5695, the City People's Committee allows 25 to 35 students per class.
"If the number of students admitted and applying to study the English program under project 5695 is less than 25 students, the class will not be opened at that school.
Students who have submitted their applications will still be considered for transferring to a school that has an English class under Project 5695 with remaining quotas; or will still be considered for admission to grade 10 according to the 3 regular wishes; or will be transferred to a suitable type of study" - the City Department of Education and Training informed.
According to the department, for regular 10th grade enrollment, the city will still maintain the following two methods:
Admission for Thanh An Secondary and High School, Can Gio District (only for students who graduated from secondary school at this school in the 2024-2025 school year). Admission for candidates who graduated from secondary school in Ho Chi Minh City.
In which, phase 1: Students register for 3 priority wishes 1, 2, 3 to take the entrance exam to grade 10 of public high schools.
Phase 2: Depending on the actual application situation at high schools and the needs of high schools, the department will decide on additional enrollment and issue written instructions to ensure the rights of candidates, on the basis of recruiting enough enrollment quotas for schools that are still lacking many quotas.
Thus, this year Ho Chi Minh City will still maintain the supplementary admission period for students who fail all 3 wishes to enter public grade 10.
The Admissions Board of Thu Duc City and districts will enhance transparency and support parents in registering for grades 1 and 6.
Specifically, arranging support points at schools and ward/commune People's Committees for parents who are not yet proficient in technology; setting up hotlines and support groups throughout the enrollment process; promptly handling arising issues, ensuring people's rights.
Grade 10 quota will be "easy to breathe"
The Chairman of the Ho Chi Minh City People's Committee has decided to assign the Department of Education and Training to be responsible for allocating enrollment quotas for grade 10 to public high schools and other types of schools. In which, the following specific conditions must be ensured:
Comply with the provisions of Decision No. 1705/QD-TTg dated December 31, 2024 of the Prime Minister on approving the Education Development Strategy to 2030, with a vision to 2045; In accordance with the material facilities of each high school to effectively implement the 2018 General Education Program.
According to the Ho Chi Minh City Department of Education and Training, this year the determination of public grade 10 enrollment targets will not depend on the student streaming plan after junior high school as before. This year's grade 10 enrollment targets will be very high, with an expected 78-80% of junior high school graduates entering public grade 10 (last year this figure was only 65%).
