In the draft guidelines for university admissions in 2025 that have just been announced, the Ministry of Education and Training (MOET) requires admission scores between admission methods and admission combinations of an admission code according to a rule set by the training institution.
High school graduation score or transcript as original
For a training program, major, or group of majors, all candidates are considered equally based on the admission score and equivalent converted admission score according to each admission method and combination.
For schools that use multiple admission methods, the school must develop a rule for converting scores equivalent to the entrance threshold and the admission score to ensure compliance with the admission regulations. The conversion rule/formula must be simple, easy to understand and convenient to apply. In particular, schools use data from high school graduation exam scores or high school learning results as the basis for developing conversion rules.
The construction of conversion rules needs to be based on statistical data and analysis of the learning outcomes of students admitted according to the combinations of previous years (at least 2 consecutive previous years).

The Ministry of Education and Training said that from the correlation between university learning outcomes and the score distribution of the same group of candidates, the threshold to ensure input quality (floor score) to the maximum level of the scoring scale, schools must determine at least 3 score ranges (for example, excellent - good, fair, pass). From there, build at least 3 linear correlation functions (3 first-order functions) for these score ranges.
Based on the above plan, and at the same time, based on the standard rules announced by the Ministry of Education and Training after the high school graduation exam scores are available and based on the specific characteristics of the training program and major, universities will complete the conversion rules and announce them according to regulations.
Ensure fairness for candidates
Associate Professor Dr. Nguyen Phong Dien, Vice Director of Hanoi University of Science and Technology, said that this year, the school will recruit students using three methods: talent selection, based on thinking assessment (TSA) scores, and high school graduation exam scores.
The input according to the talent selection method and TSA exam scores will be converted by Hanoi University of Science and Technology to be equivalent to the score of the high school graduation exam score method, through the formula: "y = ax + b". In which, y is the equivalent conversion score from the TSA exam results; x is the score based on the high school exam scores; a, b are the conversion coefficients. The values of coefficients a, b and the number of score ranges in a score range will be calculated and announced by the school (in the form of a table). Candidates with scores in which range will be able to look up coefficients a, b for calculation.
Determining the value of conversion coefficients and dividing ranges must be based on a number of factors, such as: the graduation exam score distribution of candidates, the school's priority method, and the recruitment quality of the applied method (students' academic results in some previous courses).
This year, Hanoi University of Science and Technology plans to divide into 4 score ranges. Coefficients a and b will be determined when the 2025 high school graduation exam score range is officially available. Mr. Nguyen Phong Dien affirmed that the conversion coefficient will be determined in the most fair direction for candidates, avoiding the situation where students who register for admission based on high school graduation exam scores have a reduced chance of being admitted when the school gives too much priority to other methods.
Meanwhile, Mr. Nguyen Quang Trung, Deputy Head of the Department of Communications and Admissions - University of Commerce, said that the formula for calculating admission scores for each method is carefully calculated to ensure fairness for candidates. The school based on the benchmark scores of the last 3 years, compared them with the academic results of candidates admitted by these methods and found similarities. This is the data to calculate and come up with the admission formula for 2025.
Specific scoring instructions
The Ministry of Education and Training has also provided specific evidence. For example, analyzing the results of the same group of candidates using the 2024 high school graduation exam results and the academic transcript results (6 semesters) according to the 5 traditional groups. Based on the assessment of students' academic results in previous years, it shows that: excellent candidates account for 30% of the total number of admitted candidates, corresponding to the high school graduation exam results of 24.75 and the academic transcript admission score of 25.75; good candidates or better account for 80% of the total number of candidates, the corresponding high school graduation exam results are 20.5 and the academic transcript admission score is 22; the rest are at the passing level.
Accordingly, schools can use the scores (24.75; 25.75); (20.5; 22) along with the threshold score to ensure input quality and the maximum score of the assessment scale (30; 30) to linearize each region, establishing a formula (first-degree equation form) to convert the equivalent admission score between the two methods.
