Director of the Department of Natural Resources and Environment (DONRE) of Ha Tinh, Le Ngoc Huan, affirmed that by 2025, the locality will complete determining land prices for all projects in the area.
On the afternoon of December 12, at the 23rd session of the 18th term Ha Tinh Provincial People's Council, Director of the Ha Tinh Department of Natural Resources and Environment Le Ngoc Huan answered questions from delegates about the delay in determining specific project land prices in the province.
According to Mr. Le Ngoc Huan, in 2023, Ha Tinh province approved land prices for 8 projects. In January 2024, only 2 projects were approved because the plans were submitted in 2023. Since February 2024, the locality has not approved land prices for any projects. "The delegates are concerned about the correct determination of land prices," said Mr. Le Ngoc Huan.
The Director of the Department of Natural Resources and Environment of Ha Tinh said that due to problems and inadequacies in legal regulations, the determination of specific project land prices was delayed.
After the Provincial People's Committee issued Decision No. 25/2024/QD-UBND dated October 18, 2024 stipulating a number of contents on determining specific land prices in Ha Tinh province, the 2024 Land Law taking effect from August 1, 2024 and Decree 71/2024/ND-CP of the Government, the Department of Natural Resources and Environment of Ha Tinh hired a consulting unit to calculate specific land prices.
To date, the Department of Natural Resources and Environment has submitted 3 projects to the Provincial Land Valuation Council. These include: Duc Tho Town Residential and Commercial Service Project, Duc Tho District; Van Chai Commercial Service Project in Ky Anh Town; and Giang Nam Petroleum Store Construction Project in Thach Trung Commune, Ha Tinh City.
Mr. Le Ngoc Huan informed that at 2:00 p.m. tomorrow (December 13), the Ha Tinh Province Land Valuation Council will appraise the land prices for these 3 projects. "If the Council completes the appraisal and submits it to the Provincial People's Committee for approval, next week there will be land prices for the 3 projects and the budget will collect about 550 billion VND," said Mr. Le Ngoc Huan.
The Director of the Department of Natural Resources and Environment of Ha Tinh said that from now until December 31, 2024, three more projects will be submitted, including the Housing Project to the West of Le Van Thiem Secondary School (Ha Tinh City), the Housing Project in Villages 17 and 18 of Tan Lam Huong Commune (Thach Ha District) and the Urban Residential Area Project in Bac Pho Chau 1 (Huong Son District). "These three projects can collect up to thousands of billions of VND," said Mr. Le Ngoc Chau.
In the past, the Provincial People's Committee could not approve the project's land price due to problems and inadequacies from Decree No. 12/2024/ND-CP dated February 5, 2024 of the Government. In addition, the implementation process coincided with the transfer of the Land Law.
“If the law does not change, by 2025, projects in Ha Tinh province will have specific land prices determined and 100% completed,” Mr. Le Ngoc Huan affirmed.
From October 28 to 30, Dai Doan Ket Online published a series of articles “Struggling to determine land prices”. The series of articles reflected the problem of slow land price determination in Ha Tinh in recent times, which has caused many projects in the area to “stand still” and affected the local investment environment. Through the series of articles, Vice Chairman of Ha Tinh Provincial People's Committee Tran Bau Ha hopes that investors will share with the province about the slow land price determination.
