
The conference was held online from the Ministry of Public Security's Conference Hall to 63 connecting points in provinces and centrally-run cities.
At the Central online bridge, the Conference was co-chaired by: Politburo member, Permanent member of the Secretariat Tran Cam Tu; General Luong Tam Quang, Politburo member, Minister of Public Security; Party Central Committee member, Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control Le Thanh Long.
Opening the Conference, Minister Luong Tam Quang said that after 5 years of implementing Directive No. 36-CT/TW, important results have been achieved, creating clear changes in awareness and mobilizing the participation of the entire political system and the entire population in the fight against and control of drugs.
Specialized forces have achieved many feats, destroyed many organizations and transnational drug trafficking and transportation lines, seized huge quantities of drugs, and prevented Vietnam from becoming an international transit point. Social prevention activities, management of drug addicts and illegal drug users, and care for post-addiction rehabilitation have received more attention with many good models, effective and creative methods, and have been supported by the people.

However, according to Minister Luong Tam Quang, besides the achieved results, there are still many shortcomings, difficulties and problems that need to be promptly overcome and resolved in the coming time.
Also at the Conference, Deputy Prime Minister Le Thanh Long thoroughly grasped the basic contents and new issues in Conclusion No. 132-KL/TW and the Government's Implementation Plan. According to the Deputy Prime Minister, in the work of preventing, combating and controlling drugs, it is necessary to take prevention as the main focus, focusing on grassroots areas and residential areas to deploy and organize the implementation of drug prevention and combat tasks and raise public awareness in preventing, combating and controlling drugs, and persistently building a culture of drug eradication in the whole society.
Grasp the drug crime situation early, from afar, from the grassroots, especially in border areas, border gates, at sea, on air routes and in cyberspace; fight and discover the entire network, arrest the masterminds and leaders; completely destroy the network, organizations, gangs, groups, points and complex drug gathering places; strictly control legal activities related to drugs, urgently identify and build a database on chemicals, substances and drug precursors to strictly control and prevent criminals from taking advantage of the domestic production of synthetic drugs...

Concluding the Conference, Standing member of the Secretariat Tran Cam Tu acknowledged the results of implementing Directive No. 36-CT/TW over the past 5 years, which have significantly contributed to protecting security and order, effectively serving the cause of national construction and protection.
Regarding the implementation of Conclusion No. 132 in the coming time, the Standing Secretariat emphasized: Party committees and authorities from the central to local levels must be aware and thoroughly educate cadres and party members to have a correct, complete and responsible understanding of the position, role and importance of drug prevention and control work in ensuring security, order, protecting health, life, peaceful life and happiness of all people...

This is the task of the entire political system and society, absolutely not "outsourced" to the police force, it is necessary to continue to strengthen the leadership of the Party, improve the effectiveness and efficiency of State management in drug prevention, combat and control, the Standing Secretariat stated.
Regarding the review, management of drug addicts and drug rehabilitation, the Standing Secretariat pointed out that it is necessary to carry out synchronous solutions to prevent and combat drugs according to the motto of preventing supply, reducing demand, and reducing the harmful effects of drugs. Currently, the number of drug addicts and illegal drug users in our country remains very high, increasingly younger and with a tendency to switch to using synthetic drugs with high toxicity. Therefore, it is necessary to focus on drastic solutions to sustainably reduce the demand for drugs; organize a comprehensive review of the number of drug addicts and illegal drug users in the area to focus on education and reformation...

Emphasizing the need to strengthen the fight against drug-related crimes, the Standing Secretariat stated that the People's Public Security force continues to promote its leading and core role in advising and screening subjects who buy, sell, use and organize illegal drug use. Through screening, it is necessary to focus on promptly eliminating and neutralizing drug hotspots and arresting drug sellers to prevent them from re-forming after being eliminated. Local Party committees and authorities must give strong direction and not allow drug "hotspots" to exist in the area, affecting the peaceful lives of the people.
Along with that, ensure resources and improve the effectiveness of drug rehabilitation work, continue to pay attention to improving and enhancing organizational and staffing capacity; build mechanisms and policies to attract highly qualified human resources to work in drug crime prevention and control agencies, specialized forces on drug prevention and control; prioritize investment resources and support funding for drug prevention, control and control work, especially at the grassroots level, key areas and fields, and specialized forces on drug prevention, control and control.
The Standing Secretariat emphasized the importance of further promoting and deepening international cooperation, bringing about practical results, cooperating in the fight against and preventing drug trafficking across borders, air routes, and sea routes; seeking financial, scientific, technical, technological, training, and capacity-building support for drug prevention and control forces, meeting the requirements of drug prevention, control, and combat in the new situation...
The Standing Secretariat requested Party Committees of ministries, branches, city and provincial Party Committees to urgently disseminate and thoroughly grasp the contents of Conclusion No. 132 of the Politburo to each Party cell, to all cadres, Party members and people of all walks of life; at the same time, urgently develop specific action plans and programs to organize implementation in the spirit of innovation and creativity, suitable to the conditions and circumstances of each locality; strive to achieve the goal of having at least 50% of commune-level administrative units nationwide "drug-free" by the end of 2030.
