In his speech, Secretary of the Provincial Party Committee Hoang Duy Chinh emphasized: Implementing the project of merging commune-level administrative units and building the project of merging Bac Kan and Thai Nguyen provinces are two particularly important tasks that the province is urgently implementing. This is a revolution to streamline the organization, making it more efficient, effective, and effective, meeting the requirements of tasks in the new situation.

Based on the practical situation and many factors, the province has agreed to propose a merger plan to reduce the total number of communes by 65.7% (to about 37 communes and wards); in accordance with the direction of the Central Government. Therefore, it is necessary to do a good job of ideological work for the people; cadres and party members need to promote a sense of responsibility and be exemplary in completing their tasks; through the arrangement of the apparatus and administrative boundaries, it is an opportunity to further consolidate the great solidarity bloc among cadres, party members and people; consider this an emulation activity to achieve achievements to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025)...

The conference listened to the leaders of the Department of Home Affairs approving the summary of the content of the Project on rearranging commune-level administrative units in Bac Kan and Thai Nguyen provinces; the draft Project on merging Bac Kan and Thai Nguyen provinces. Thoroughly grasp, implement and guide the collection of public opinions on the above projects.

Representatives of district and city bridges raised a number of questions and issues that needed to be answered to carry out their tasks. These issues were answered and clarified by leaders of the Department of Home Affairs and the Standing Committee of the Provincial People's Committee.

Concluding the Conference, Comrade Nguyen Dang Binh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed: The arrangement of administrative units is a policy of the Party and State, aiming to build a streamlined, effective and efficient apparatus in accordance with the reality and development trends of the country and the province.

With the spirit of "running and lining up at the same time", in order for this work to be carried out uniformly, effectively, in accordance with the direction and progress of the Central Government and the province and to receive the consensus and high agreement of the entire political system and all the people in the province, it is requested that Party committees at all levels, agencies, units and localities urgently, responsibly, and focus on implementing well a number of important key contents, specifically as follows:

Firstly, it is recommended that the Provincial Party Committee's Propaganda and Mass Mobilization Commission; the Vietnam Fatherland Front Committee and socio-political organizations of the province proactively coordinate to direct, disseminate and propagate to all cadres, civil servants, public employees, party members, union members, association members and people of all walks of life to create high unity in implementing the Central's policy of arranging administrative units.

Second, it is recommended that the Standing Committee of the District Party Committee and the City Party Committee lead and direct the local authorities at the district level (People's Council - People's Committee); the Party Committee, People's Council, and People's Committee at the commune level organize the implementation of the arrangement of administrative units according to the Plan of the Provincial People's Committee and the guidance of the Department of Home Affairs on collecting people's opinions; lead and direct the propaganda and mobilization work for people to effectively implement the policy of arranging administrative units at the commune level in the province in 2025; and merge Bac Kan province and Thai Nguyen province.

Third, the People's Committees of districts and cities shall lead and direct the implementation of propaganda, dissemination and implementation of policies and objectives of the arrangement of administrative units at the provincial and communal levels to create high consensus among all cadres, civil servants, public employees, workers and people in the area; guide and direct the People's Committees at the communal level to organize the collection of people's opinions on the Project to merge Bac Kan and Thai Nguyen provinces; the Project to arrange administrative units at the communal level of Bac Kan province in 2025; synthesize and complete the dossier to report to the Provincial People's Committee to ensure progress and prescribed time. Complete before April 21, 2025.

Fourth, assign the People's Committees of communes, wards and towns to effectively organize the information and propaganda work on the policy of arranging administrative units of the Central Government and the province to create high consensus and unity among all the people; guide villages and residential groups to organize to collect opinions from the people; synthesize and complete the dossier to report to the People's Committees at the district level to ensure progress and time according to regulations. Complete before April 20, 2025.

Fifth, assign the Department of Home Affairs to guide and urge agencies, units and localities in implementing the work of arranging administrative units according to the Plan of the Provincial People's Committee to ensure the progress and direction of competent authorities; synthesize the results of collecting voters' opinions, complete the Project on arranging administrative units at the commune level of Bac Kan province in 2025; send the results of collecting people's opinions on the merger of Bac Kan and Thai Nguyen provinces to Thai Nguyen province before April 22, 2025; advise the Provincial People's Committee to submit to the Provincial People's Council to pass the Resolution approving the policy of arranging administrative units at the provincial and commune levels before April 23, 2025; complete the dossier of the Project on arranging administrative units at the commune level, to submit to competent authorities according to regulations.

Sixth, assign Bac Kan Newspaper and the provincial Radio and Television Station to regularly disseminate and promptly update information and collect public opinions on the arrangement of provincial and communal administrative units; and directive documents of the Central and the province on the arrangement of provincial and communal administrative units.

Seventh, the Department of Culture, Sports and Tourism guides and directs district and commune levels to widely propagate to the people on the grassroots radio and television information system.

Eighth, provincial departments, branches and sectors, according to the functions and tasks of their agencies and units, proactively research and coordinate with the Department of Home Affairs to advise on relevant contents in implementing the arrangement of administrative units at the provincial and commune levels according to the Plan of the Provincial People's Committee.

The Chairman of the Provincial People's Committee assigned the Chairmen of the People's Committees of districts and cities, members of the Steering Committee's Support Team for the arrangement of provincial administrative units to regularly update and report the results of collecting public opinions on the Project on the arrangement of provincial and commune-level administrative units, send them to the Department of Home Affairs for general synthesis, and send them via the zalo group of the Steering Committee's Support Team. Implementation will begin from April 18 to April 19, 2025: Morning before 11:00; afternoon before 16:30./.
