In order to remove difficulties for coal industry units, the Department of Industry and Trade has focused on advising and urging the work of removing difficulties and obstacles, promptly reporting to the Provincial People's Committee for direction and resolution. By the end of March 2025, 58 petitions had been resolved, most of which were related to difficulties in project implementation procedures, mine expansion and upgrading, and land and site clearance difficulties. Of which, 25 petitions have been resolved and basically completed; continue to coordinate with the Coal industry to resolve the remaining 33 petitions according to Notice No. 37/TB-UBND dated February 17, 2025 and No. 1443/PCVP.UBND dated March 10, 2025 of the Provincial People's Committee.
The Department of Industry and Trade has also advised the Provincial People's Committee and the Provincial National Assembly Delegation to report to the Prime Minister to remove difficulties and obstacles in the licensing of mineral activities of the Coal industry. Accordingly, the province has proposed that the Prime Minister consider and allow the use of Planning 893 as the basis for licensing mineral activities. On March 8, 2025, the Government Office issued Document No. 1866/VPCN-CN notifying the direction of Deputy Prime Minister Tran Hong Ha, in which it agreed to use the Coal Mineral Planning in Planning 893 as the basis for licensing. Thus, up to now, the biggest difficulty of the Coal industry has been removed, currently the Coal industry units are working with the Ministry of Agriculture and Environment to be licensed for mineral activities according to regulations.
By removing difficulties and obstacles for the 893 planning, it will contribute to removing and organizing the licensing of projects with a total capacity of 5.12 million tons/year. Of which, Coc Sau Deo Nai Mine has a capacity of 2.7 million tons/year; Ha Rang Mine 0.9 million tons/year; Tan Yen Mine (Uong Bi Coal) 0.45 million tons/year; Vang Danh Open-pit 0.1 million tons/year; Dong Vong (Uong Bi Coal) 0.6 million tons/year; Tay Bac Khe Cham 0.12 million tons/year; Dong Quang La 0.25 million tons/year. If licensed by the Ministry of Agriculture and Environment in the second quarter of 2025, construction will begin and investment will be implemented with a total amount of 7,000 billion VND.
Along with that, the Department of Industry and Trade has also accelerated the appraisal of the Feasibility Study Report, the implementation design after the technical design for 5 investment projects to build mineral exploitation and processing works for the Coal industry, creating conditions to shorten the time for investment preparation, and soon complete the procedures to put the projects into operation.
Regarding the removal of difficulties for the electricity sector, since the beginning of the year, the Department of Industry and Trade has also held meetings to review and grasp difficulties and obstacles in the process of implementing and carrying out the plan to transfer power projects with voltage levels up to 110kV, which are public assets in the province, to the Vietnam Electricity Group in the period of 2024-2025 on February 28, 2025. Based on the results of the meeting, the Department of Industry and Trade advised the Provincial People's Committee on the content of directing local departments and branches to effectively implement Decree No. 02/2024/ND-CP dated January 10, 2024 of the Government on the transfer of power projects that are public assets to the Vietnam Electricity Group and Plan 231/KH-UBND of the Provincial People's Committee. At the same time, periodically report and propose the Provincial People's Committee to work with the investor, direct relevant local departments and units to deploy solutions to speed up the implementation progress of the Quang Ninh LNG Power Plant project; urge investors to prepare a master schedule for the Quang Ninh LNG Power Plant project, striving to complete energization in 2027.
In particular, the Department has promptly resolved the problems related to power generation in the industrial parks: Bac Tien Phong, Texhong, and Song Khoai. Specifically, it has advised the Provincial People's Committee to approve the connection of the 110kV transformer station to the 110kV grid, expected to be completed in April 2025 at Bac Tien Phong Industrial Park; supported the agreement to connect the power supply to the 110kV Texhong Hai Ha 2 transformer station, the investor is currently completing the documents with the Northern Power Corporation; proposed to add the 110kV station to the Provincial Planning, updated the load demand in the Power Planning VIII to ensure stable power supply in Song Khoai Industrial Park. In addition, the Department of Industry and Trade also advised the Provincial People's Committee to propose a list of updated synchronous power source and grid projects in the Adjustment of Power Plan VIII, in which it proposed to add more: 32 MW of hydropower, 400 MW of concentrated solar power, 695 MW of rooftop solar power in the period 2026-2030, 84 MW of rooftop solar power in the period 2031-2040.
With the drastic implementation of measures to remove difficulties for coal and electricity enterprises to develop production, by the end of the first quarter of 2023, clean coal production is estimated at 10.837 million tons, up 2.4% over the same period, up 1.1% compared to the scenario; electricity production is estimated at 9.992 billion kWh, up 3.2% over the same period, up 3% compared to the scenario.
In the coming time, the Department of Industry and Trade will continue to closely follow the instructions of the Provincial People's Committee to quickly grasp and remove difficulties for coal and electricity enterprises. In particular, it will strengthen coordination with member units of TKV and Dong Bac Corporation in accelerating the progress of appraisal of Feasibility Study Reports, design implementation after basic design, and inspection and acceptance of coal industry projects. At the same time, coordinate with 7 power plants to grasp information on the electricity production situation of the units during peak months; promptly advise and direct solutions to ensure electricity production output according to the set plan; urge and accelerate the completion and put into use in the second quarter of 2025 for 3 rooftop solar power development projects for self-production and self-consumption in industrial parks in the localities of Uong Bi, Quang Yen, Hai Ha with a total capacity of 49.2 MW; Closely coordinate with Quang Ninh Electricity Company to ensure electricity supply in Quang Ninh province, avoiding power shortages, especially during peak tourist season.
